[applause] >> and i want to acknowledge my chief of staff, jason elliott, jason, thank you for everything. [applause] >> so before i dive into the specifics of the budget, i do want to acknowledge where we have been over the past seven months. i think we all remember where we were when we heard about mayor lee's passing and the shock that it felt. no one could have possibly anticipated that our mayor would have been taken from us in december, taken from the city that he loved. we all have endured a lot since that fateful night. many of us have cried, many of us have mourned, but we have come together as a city. we have definitely had our disagreements and debates over the past seven months, but we have stayed together, defending the values of san francisco. and while our local economy continues to thrive, san francisco faces real challenges every single day. well, you all understand that a mother should not have to choose between paying her utility bill or paying rent, the potential
