needs to be, what size sfpd needs to be. this commission is urgently needed. there's a fundamental miss match between what our community needs and what sfpd does that results in police murder. we have high rates of homeless people, intoxicated people and mentally ill people. we all agree sfpd is the wrong interface. we need a team of mental health -- >> supervisor cohen: thank you. thank you, karen. next speaker. >> i'm jackie barshak with san franciscans for police accountability. i want to talk about the taser budget, which is $3 million, and i'm asking the supervisors to revisit that budget based on several factors. the -- there are two open seats now on the police commission. let those seats be filled, and then bring the entire vote to be revoted on for appropriations for tasers. also, the sunshine task force voted last week that -- came to the conclusion that the brown act had been violated in the police commission's vote for tasers, so i would like to factor that in to your reconsideration of the taser vote. and lastly

we have sfpd officered deployed at the park and really the idea is to engage with the public. we're there for safety, but we're also there for engagement, and it gives the youth in the area something positive to do. there's a lot of free programming, similwimming, hea fairs, and line dancing and that type of things are ongoing. inue it through the summer, when school gets out -- school gets out today, i think, we hope to up the program a little bit to ge kids more to do in program. it's another way to address crime without necessarily going to enforcement. when you give kids something to edo,he less likelyo out doing bad things, so that's the idea behind this. it's really, really nice have rec and parks and the pd and the mayor's office working together, so we hope this continues and the funding continues to support it. there is one other thing of interest that i wanted to report. a nice article in the paper today on our police unit team brain training, and basically, this -- this training was developed by strategies for youth, and we're not the only department in the country

how does the sfpd intac with people on the scene? what are the rights of the people on the scene? i think that could go a long way in building trust. i think the way we can do that some of the infrastructure we have in place the chief has forums. i think that we can leverage the chief's forums. there's a great program, the community safety initiative, that my executive director cheryl davis was one of the cofounders of. you know, working with young people. i think that we need to have forums and use those forums to address procedural justice issues and know your rights capacity to start building trust. once we do that accountability is critical and making sure our department of police accountability is doing its out reach to make sure communities are aware of that recourse mechanism. >> supervisor stefani: thank you for that answer. another thing that i was going to mention and you did mention is the implicit bias training. i don't know if -- have you had a chance to take implicit bias training in the city? >> i have my and my colleague zoe would hate that i am mentioning her name

i have beenoincredibly lucky in my 12 years of public service in this city to work with some of sfpd's finest, captain dylan, commander manox, captain silverman, captain yep, officer matt loray and so many more. these individuals have truly helped shape my view of how incredible our police department is and how much talent we have here. i just want to thank all of you for stepping up and doing your part. i've also been a prosecutors and i've worked with so many police officers that have always shaped my view that police officers are good and we need them i can't thank you enoughor your service. i want to thank the mayor, chief scott and the command staff for their hard work and thoughtful analysis on the invests that we as a city need to make in the department. i just want to tell one quick story in my direct. so many times we hear the negatives. the other day someone said i have to tell you what happened to me with a police officer. i got a pounding on my door at 7:00 in the morning and i went out there and i saw a police car and i was so nervous. they open it had door and the police

i feel like the sfpd should create a youth advisory board. i work with the my brothers and sisters super youth council. they have some great ideas with justice reform. i think we need to increase our relations with also our youth partners as well, the youth commission, even with the s.a.c. when it comes down to police and school relations. i think that as far as other program ideas, we need mentorship programs where our officers can even go into the juvenile justice center and mentor some of our yog ople. i think it's important that we keep building on programs and keep creating programs that really create a se o empathy and understanding. i think that is ultra important considering the history that especially communities of color have had with our police department. i think that even when you go into something like tasers and prop h, i think that takes -- that kind of hurts our policing community relations considering that the commission had a lot of community input on that and i don't think necessarily the authors of this proposition had th

(vicki)kron 4's ali reid joins us live from san francisco tonight ... what's the latest on the investigation? it appears the suspect targeted gay, white men.a handful of victims were found dead .... and police believe a couple of men that survived similar attacks ... were targeted by the same man.in the mid 1970's .... police found 4 dead bodies on ocean beach ... and one in golden gate park. they believe all 5 men were victims from the same suspect. the case went cold, but now sfpd is back on track. we're going back trying to locate victims, potential witnessesthere were an additional 3 men that survived violent attacks. authorities won't go into details about how the men were hurt, or if a weapon was used ... but they have reason to believe there may be a connection.we have not established a definite connection. but we're actively working those cases to locate the suspect, get justice for the victimsat least one victim recounted meet

recommendations 40.7 states that the sfpd should develop partnerships on key community issues such as homelessness and organizational transparency to work and collaborative environments to problem solve and develop pro produced plans to address the issues. these budget enhancements we're asking for speak to those d.o.j. recommendations. we've already made some adjustments and we hope to sustain that by these enhancements and our healthy streets operation center is a perfect example of the collaboration they speak to. other budget enhancements include services to replace the monitoring and report role of the progress for our d.o.j. reform and basically that is the d.o.j. had a third party contractor, usd.o.j. they brought into evaluate the department and write the reports. we hope to replicate that and it will pay for those services so we can continue our d. o.j. collaborative reform initiative wo. soces to assist in focus crime response plans. we're doing very good in violent crimes this year with 30% down in homicides. six months into the year and we hope to continue that. this work
