and moving that recommendation forward to make sure that we aren't just relying on san francisco state or the university of san francisco to provide us teachers. we know we have to find alternatives if we're going to continue to be fully staffed with the highest quality teachers possible. so that is an update on the progress on the areas from the entry plan in the 90-day plan. and one of the areas, after i gave the 90-day progress report, then i talked about one strategy for addressing the needs of the district around or african american student population was the creation of a plan called pitch. pitch was -- is five areas: professional capacity, instructional guidance, transforming mindsets, collaborative culture, and making sure that we have a high quality staff in place, and this was because we wanted to make sure that we were interrupting or figuring out ways to interrupt racial barriers. we identified schools where there was a large gap between our african american students and our white and asian students. and so since that time, the process that we moved forward was that a pitch design team was a

san francisco. last week i spoke about our company and how our team is proud to be in san francisco. and i work with the state university research on worker health and safety and how we broadly seek to be a positive example of doing it right as indoor growers. however, i still can't wrap my head around the taxes as the last speaker said. we're still being taxed at a rate far beyond that of any other business in the city. and i haven't heard a compelling argument for that. i don't like to compare cannibas with alcohol but, indeed, the health implications for alcohol are greater and in 2010 a much smaller proposed gross receipt tax on alcohol failed and this was earmarked to help some of those issues. this tax is not earmarked to address any of those issues and that might come up with cannibas, and the gross receipts taxes, smaller amounts for much larger industries are also receiving pushback. i think that we just heard about a 1% proposed for those making over $50 million. and the cutoff is an issue at $500,000 versus a million for other businesses. further, i'd like to put cultivation into context. an article in "forbe

and it's unfortunate in san francisco, and in fact 30 out of 50 states, tuition at the average child care program now costs more than than tuition at their public four-year university. and in fact, the average child care in san francisco is anywhere between 18 to 23,000, and that is just the average. we also know that our child care workers are often the most underpaid workers here in our city, and it is no -- it is no coincidence that the vast majority of these workers are women and women of color and immigrant women. so this -- this -- this revenue measure is going to ensure that we increase the number of slots available to our families, both 100% subsidized. for our partners in labor, we did ensure this would come with a card check provision for those that opted into our program. finally, i just want to add that -- and provide my thanks to our partners in labor. 15% of proposition c will be going towards our general fund, and we know that our labor partners have been looking forward to raising the wages of our lowest paid city workers. this will net about $22 million on a general fiscal year, and we look forward to dedicating these dollars to our lowest paid cit

. >> so the proposed resolution as stated would approve a contract between the department of public health and university of california san franciscoto provide behavioral health services for adults and older adults for a term of four years from july 1, 2018 to june 30, 2022. and in the amount not to exceed $22,811,510. and as the department stated they had issued requests for proposals for new behavioral health service providers in 2016 and 2017 and awarded the contract to -- this contract to ucsf to provide various services. on page 14 of our report, you can see in table 2, we outline the sources and the uses of the contract and you can see that over the term of the contract that about $8.4 million of general fund dollars will be used for the contract in addition to federal and state support as well as interdepartmental work orders. we do recommend that the proposed resolution be amended to specify the approval is retroactive to july 1, 2018. and as the department stated we concur that the proposed resolution also should be amended to state that the contract is for four years. >> chair cohen: any questions or clarification needed?
