is there any public comments? seeing none, public comment is cles. we're on item three, the general manager's report. >> that's pressure, and i'm not going to live up to it, but be relatively brief. this past weekend, i wanted to offer an outside lands wrap up. this past weekend was the annual outside lands concert. the three day festival featured 83 local restaurants, 41 local wienerys, 31 local brewerys, and a series of local artists, comedian, and speakers, including our former mayor, gavin newsom spoke. he was not the headliner, however. those were the weekend, florence and the machine, and miss jackson herself, janet jackson. this incident has become woven into the fabric and culture of our city. it also generates enormous economic activity, according to a 2017 economic impact report, in 2017 numbers, the festival pumped $67.8 million into the san francisco economy and 75 million into the entire bay area. it created the equivalent of 75 full-time local jobs. over the past decade, the festival's contributed over 20 million to san francisco's park

our meetings are public, board meetings are public, committee meetings are public. and we've had four discussions leading up to the submission to the state board. it was appropriately times around that. since that time, the conversation has had to stop, but the ball was back in the state board's court. we were waiting for them to respond to the comments and that's what they did earlier this month. that's where we are with that. add usally, there were some questions raised. our website, bawsca.org, contains several documents that will be helpful for people. we publish an annual survey that provides information by each of our agencies, so 26 water suppliers, use, population, employment, business counts, projections, water supply sources, out to 2040. it's quite a comprehensive set of information. we also do an annual water conservation report that documents what's going on. and lastly, drought response report that talked about what the service area did in response to the drought. he found it to be very helpful so far. those are the key things on that. lastly, if i can

seeing none, we will go to public comment. any members of the public to comment? public comment? hello? >> good morning. my name is sarah nesser and i work for the city and the county of san francisco. and i'm here today to stand in solidarity survivors of sexual violence in this city. in october 2007 a stranger broke into my apartment in washington, d.c., and raped me. i did everything that i was supposed to do and nothing happened. eight years later in 2015 after reading about the rape kit backlog i decided that i had to find a way to follow-up on my case for myself and others. and when i did suddenly there was a suspect. while the d.c. police were neglecting my case he sexually assaulted at least two other women just outside of d.c. in 2008 and 2010. i tell this story to remind you that the failure to take sexual violence seriously is an institutionalized national problem. the survivor stories that you have heard do not represent isolated experiences. these are the standard practices of many cities across the country and they are directly related to the epidemic of sexual viol

these are open to the public, intended to help people understand the value of public diplomacy, the range of programs we are investing in, the purpose of these programs. one bureau in particular, i will not name names, was struggling with questions about funding. a group of folks, stakeholders were trying to cut the bureau's funding. the impression was, we need to do a better job helping this bureau tell a story, on capitol hill in particular. i went to the leadership of the bureau and said, i would like to hand over the next quarterly meeting, guaranteed audience of 100 people, members of congress, staffers from the white house, a chance to tell your story about the value of x program. the leadership said, ok, which programs should we focus on? i said, i think these three are interesting and can tell stories, but you know your bureau best. i can't tell you what your most effective stories will be. they went back and had a team huddle, and the next they asked -- next day they asked for another meeting. they said, we appreciate the invitation, but we just don't think we can tell our story
