stanford supports the sfpuc position. the state water resources control board's proposal to change and stream flow conditions for the tuolumne river would result insignificantly reduced surface water available for diversions and beneficial uses in the bay area. under drought conditions, stanford and other wholesale customers would be forced to rely on surface water supplies and groundwater, which would have other effects. stanford requests that the environmental and economic impacts of any shortage in the sfpuc water system be fully analyzed and recognized and that a voluntary agreement be pursued, that appropriately balances the various water needs. thank you. >> president kwon: thank you very much. next, mr. bill martin. mr. martin, please. >> thank you. i support the state's plan. the fish need more water. the fisher with talking about are salmon. let's talk a moment -- there's been a lot of talk about habitat, habitat restoration. ill recently returned from alaska. i saw a lot of salmon. i saw a lot of salmon habitat.

in 2011, the sfpuc began construction on the dam replacement project with the purpose of safeguarding critical facilities and public safety against earthquake and flood. in january of 2017 during a large storm event, a landslide occurred on a section of calaveras road. it made the road impassable to the dam replacement project contractor and to the public. as you can see, calaveras road is the main access road for the project contractor to transport large equipment and materials to and from the project site, and the road closure put the project schedule at risk. though alameda county operates and owns calaveras roads, a minimum of six months before they would be able to design and begin construction of the necessary road repair. on april 4, 2017, san francisco board of supervisors approved an sfpuc emergency declaration authorizing to construct a bypass road up slope and adjacent to the landslide area so the project could continue without further delay. >> president cohen: i remember that. >> though our contractor was able to resume work on the dam by using the new road alignment, the
