how do we make the embarcadero complete? well, we believe it's focusing and delivering these project elements, which i won't go through, but they include a physically protected two way bike way on the water side of the embarcadero, and i'm expand upon that. that will certainly be the most vezible and significant out come of the embarcadero enhancement project, but other things include more crosswalks and better ada access. this is the other way we can complete the embarcadero as it addresses the main pedestrian safety issues. it helps make the corridor more efficient since a lot of our signals are tied to the length of time it takes to to cross the road way. as lindy mentioned, this corridor, much of the corridor is on our high injury network which accounts for the bulk of severe and fatal injuries, and on the embarcadero specifically, these injuries are on the rise if you compare the last decade to the middle of this decade, you see about a 20% increase in those incidents. as many in the room here today will be reminding us,

[applause] >> thank you. matt brisena, and then jerry frisch. matt left? jeremy? and then, henry. >> hi. my name is jeremy frisch. i live in the mission district and work in soma. when i meet friends after work at the embarcadero, most of the time, i end up having to swerve in the vehicle lane and uber is using the bike lane as their drop off zone. there have been over 80 people injured in bike accidents on the embarcadero in the last five years. it's been over a month since kevin manningdide in a bike lane on the embarcadero. it has been almost two years since there was an open house for the embarcadero enhancement project. as mr. hildreth said, kevin's death was due to the inaction of others, or rather the lack of the port commission and the sfmta to work together on this. the embarcadero has the potential to be the biking mecca of the city with plenty of space f

and to the far right of this embarcadero site will be where the park is. there are three levels of guest rooms above and there is a bar and gathering space on the rooftop that looks out on the embarcadero. at the top, on the roof, you will see a number of shades and areas where we are hiding our rooftop mechanical but it's really a compact small light weight building that fully integrates the theater into the hotel. we spent a number of years, here is the davis side and there's the park, when you are looking at the park, the top fixture. you are at the corner of green and the ex -- embarcadero looking south toward the embarcadero. you would see the tent and that area in the tent. for this purpose i thought i brought my, but as you get there, the park would be a major feature of what we are doing, including the area at the end of the tent which would be an indoor/outdoor area of the public. leading on to the park. there's a view of the park. as ricky mentioned, we work closely with the park staff and planning department on this fabulous new amenity and look

pier 3032 is one of the few piers that is not within the embarcadero historic district. as this slide shows, it lost all of its historic shed, and so the rules and conditions under which can can be improved really do not follow the same set of conventions that are set forth in the working group's recommendations for the embarcadero historic district piers. and so we walked through, in quite a bit of detail, what are some of the opportunities and the challenges for pier 3032. i think people recognize, as the port staff has expressed to them, that there are important uses as represented by the mass and ship in this image about its deep water berth and its maritime berthing and operational value, the revenue value of the use of the parking lot now is an important financial resource for the port. but there is a recognition that it is a doeteroirating facilit. our experience with development projects to date, structural condition surveys that have been done have shown that in fact it's deteriorating condition as a very costly facility, and the efforts and the finances required

think a year, 1.5 years ago, a significant portion of it was related to -- i want to say the power station and embarcadero, and so i think it continues to be helpful for us to see the breakdown to how much of it is on the street and how much of it is infrastructure because i think that price tag always kind of creates that gasp, and so i think it's important to continue to update the board on how that cost breakdown goes. >> yes. i pulled up a slide again from the powerpoint presentation. so the work is in there. it's 100 million. >> supervisor kim: thank you for bringing that slide back up. >> the state of good repair work is in that stack. it also includes the f-line loop. in future updates, i'll definitely provide clear breakdowns of the state of good repair versus the project itself. state of good repair would have to happen with or without the project, so unfortunately, when we've shown these price tags, it's included all of the infrastructure improvements, and there is work that is separate, unrelated to the project. it'll be built -- take advantage of the construction contract to build the improvem

at the embarcadero. back to the kron four morning news... lets start the half hour with a check of weather and traffic... continuing our trend of warm weather as we push into the first week of fall. highs will range from the 60's and 70's along the coast to the 80's and 90's inland. skies will be clear and dry yet again today with just a touch of fog up and down the coast. no major hot ( lydia ) this morning we are hearing from a north bay woman believed to be the first victim of the nor-cal rapist. after 27 years.. police arrested 58-year-old roy waller. he is accused of raping.. torturing and robbing at least ten women over a fifteen year span. on june 22nd 19-91 nicole earnest-payte says waller entered her home.. and sexually assaulted her. she says she was asleep on the couch when she woke up to a gun at her head. but now... earnest-payte says she is telling her story hoping to empower other victims of sexual assault.
