the hundreds of bayview residents.view residents strongly reject the city's effort to build housing at this location. any proposed housing would not be in accordance with the existing legal mitigation between the s.f. p.u.c. and the bayview residents. please stop. give us what has already been promised to us. thank you. >> next speaker, please. >> hello. i am here representing -- we fully encourage the planning commission to adopt the recommendation to remove housing for a special use district. in addition to having education workforce development at the southeast facility, it was built for quality access childcare for the residents of bayview. it is a critical service by offering an early head start in the current facility and we serve 85% of bayview residents. high-quality childcare is really important for the optimal and physical development of all children. however, in the bayview hunter's point, it has the highest percentage of children in san francisco neighborhoods with about 6,000 people from 0-11, over 1,100 a

and now we're seeing that play out here in bayview and i'm happy that as chair of the bayview open --pera house, we're in that discussion and bringing cultural activities back to the opera house. it's a must. and i would hope that all of my colleagues would agree that it's a must and brunging back a sense of place where far too many people have been pushed out of district 10. thank you. [applause] >> thank you. mr. kelly, how do you plan to address the notion that everyone in the bayview is low income? >> well, the reality is different. we know that. the perception worries me, because the consequences of the perception -- if it wasn't the perception that bayview hunter's point is low income and we don't need to care about it, the shipyard would have been cleaned up right new. you know it. i know it. we've had 30 years to do it. and for the last 15 years, i've been working with green action, nation of islam, bayview residents at hunter's view, all trying to get accountability and better cleanup because they've cleaned up other sites in the city that had toxins. navy, city, developers,

c.a.c., the bayview citizens advisory committee. once the redevelopment agency was dissolved, we saw there was a gap, that we needed to have community voinvolvement and inp on each and every one of these developments. thank you for serving on the c.a.c., thank you for serving on ibha. thank you. it's important that we have people that are committed, not only vested in ideology, but in practice. so madam mayor, and my colleague, supervisor safai, thank you for being here to recognize these wonderful neighborhood leaders, and again, to the project sponsor, i want to thank you for giving a gift that would not stop giving in the 11th hour in the chamber. we should even give a shout out to jane kim, just to be nice. but lou and the entire team, i just want to say thank you for the countless hours that we spent in shaping the project, listening to the neighbors, and producing a product that will benefit not only all of san francisco but specifically the bayview-hunters point community. thank you, and with that, i'd like to bring up mr. mi

one thing i want to notice is the bayview hunters point is notably the backbone of the city. and it is bearing a disproportionate share of our industrial and freeway transit infrastructure. i think we need projects like the community facility for the place making and community building that has been neglected for too long in the bayview community. i want to thank the general manager of the p.u.c. mr. harlan kelly for his vision, for his leadership and most importantly for his unwavering commitment to make sure the community facility is built. i also want to recognize the members of the southeast advisory community some are here and some are not here in the chamber today. i also want to thank the p.u.c. commission and recognize the bayview community for their entire community and continued community advocacy and attention to ensuring that promises given to the community are promises that are kept for the community. i want to also note that the planning commission heard this item last week and they supported it, almost unanimously. there was one person who did not. i would like

they have worked on eight projects in bayview-hunters point. they perform outreach during the bid pro projects. they contacted the 94124 zip code. six of those are from the bayview neighborhood. gordon and ball has 20 years experience. they received positive comments from san francisco public works and other references. this project is funded by the 2008 and 2012 clean a neighborhoods bonds and capital. if you approve this today we will issue the notice to proceed in january and apes substantial completion in january 2020 with time contract completion in march 2020. in order to deliver the project in budget there is a plan to exceed the 10% contingency. staff will work on delivery methods and phasing to determine if certain work should be left to the end to descope for cost overruns. they will monitor progress during construction through construction management services. i want t to apologize there is n update. it says dpw but we will union port staff to allow four more oversight and attention. we will value engineering to determine if there ar

i am honored today to introduce a client who we have served through our bayview access point site and our s.f. home homelessness prevention program. our sister program in the bayview has been open for a year now, which is really exciting, and hopefully we will have a birthday celebration there sometime soon. it does the same work. we do outreach in the communities, so we go out teen vans and find families that need our help and bring them into do the problem-solving and the coordinated entry care. his of the client is here today. i think you've already seen her. michelle english. she is a catholic charities client who, with the guidance of our staff and the services at the bayview access point and s.f. home programs, was able to prevent homelessness, find stability, rebuild her life, and remained with her beloved 8 -year-old daughter, samara. did i get that right? so maia. i knew i would do that. with the stability of a home and a job now, she plans to become a sign language interpreter and pay it forward. please congratulate her and welcome her. bayview, as many of you all know, is a vibrant community that embodies the history and tapestry of the african-american experience in san francisco. from those that worked on the shipyard to those that work at general hospital and the industrial parts as well as the small businesses that pepper the 3rd street merchant corridor. it's time that we recognize the contribution. particularly as we combat the outmigration of the african-american population in the city. we need to work together to preserve the legacy of those whose blood, sweat and tears are interwoven in the community. it's an opportunity to acknowledge the neighborhood's history and uplift the cultural assets, arts, tradition that are uniquely born. by establishing this district, we're creating an opportunity to cultivate and enrich and advoca advocate for african-american cultural stability and advocacy. i hope you will join me in joining me in this piece of historic legislation. i want to recognize -- i have a host of folks, some of those are still holding on in the chamber today. thank you very much, the neighbors and fri
