. >> good afternoon, supervisors, peter cohen, community housing organizations. i guess that it's frustrating to be at this point after such a sort of kumbayah in the legislation that now we're faced with a situation of changing negotiated timelines and goalposts. but you already are. and i would offer just a few things as you decide what's appropriate. a use it or lose it provision should be progressive and it's intended to actually put the fire under the process and the onus should be on the project sponsor. so whatever you think is appropriate at this point it should be as aggressive as it can be for those projects that already have a deeply lowered rate, they should be moving it fast. that was the original intent. the second point is that there should be cause for an extension. and i think that we've heard that already. i'm glad -- i think that it was supervisor peskin pulled out the 2012 prop c of trying to figure out what is the right process for flushing out where there's been cause beyond the project sponsor's control, versus sitting on one's hands and ta

peter cohen with council of community housing organizations. however you land this grandfathering extension, one issue that was brought up last week, which we would highly encourage you to do, is bring to an end grandfathering projects access to state density bonus without paying, if you will, their fair share of additional affordability requirements, which all other developments now have to deal with. that, if you will gift of 26 or 30 months from the original inclusionary to be able to use state density bonus has resulted in projects that are coming in around 11% of affordable housing, when they already had a lowered rate of maybe 13 or 14. and to provide the extra 18 months or whatever it might be to get them to the pipeline sounds reasonable, but not then to be able to, again, dip into that added advantage with no public benefit in return. so that would be an amendment that would make a lot of sense and, frankly, create the level playing field in this policy, even with this small extension. thank you. >> supervisor tang: thank you very much

i asked our correspondent peter bowes if there is a suspicion mr trump might also have other things on his mind with the michael cohencion because of the timing of that tweet, just really a few moments earlier, a few minutes earlier, before — as he was leaving the white house to make that long journey to argentina, he said that the meeting was still on with president putin. something seems to have changed in a short space of time leading up to that tweet saying that he wouldn't be meeting the russian president. certainly, nothing has significantly changed regarding the situation from last sunday and those ukrainian ships, what has changed a lot in the last 12 hours or so, of course, the russia investigation and his former lawyer admitting that he misled, that he lied to congress, about a deal involving russia and his former boss, donald trump. this all relates to the time just before the presidential election campaign, although of course, as we now know, the negotiations for that potential trump tower in moscow, in fact, continued up until the middle of 2016. so the timing of all this just seems rather odd. and peter

cohen was actively engaging in not just continuing to work on the president's properties and build his brand out but was doing so potentially in conjunction with the campaign and as my colleague peter alexander has pulled from these court documents, with the president's family apparently. these documents show that cohen reached out to several members of donald trump's family to talk with them about this possibility, and in fact, at one point over the course of the early summer days there was working or taking steps to work with the campaign to see if there was some way to have donald trump visit russia. cohen himself potentially to visit russia as well. we know that donald trump didn't visit russia, michael cohen didn't visit russia according to these documents either so those trips never came to fruition. this does cast light on this really critical time, this summer period. the republican establishment has coalesced around donald trump now. that was not the case when what we are talking about was going down. remember, there was that never trump movement that had risen its head. it's why paul manafort was brought on to the campaign to try to wrangle delegates because the trump cam

cohen and then a card from drew, charles. anyone else, please line up. >> thank you, supervisors. peter cohn with the council of community housing, i want to reinforce what you heard from amy chen. of the 480 or so properties that this legislation would apply to, that the department's information was that 97 are apartment buildings. of those, 10 are affordable housing sites. so we're talking about a fairly narrow universe of projects serving populations. to reiterate mayor office of housing suggestions, the key is to have the funding to support the change in operations and the change in education that is necessary in working in these sites. that is the ask. if it was a grant program for that first three-year period to the first audit, that at least allows those operators to figure out, a, how to pay for the fa till sittary cost in the future and do the onsite education and change of behavior with the resident population. the theory might work nice, this is going pay for itself, but the first 2-3 years getting to the reality means the dime is on those operators. they don't have the money

peter, still focusing on russia a little bit longer. vladimir putin's press secretary, who is he and if michael cohen was in contact with him, why he wouldct with the press secretary for vladimir putin for a trump tower moscow if he was in contact with him? >> yeah, that's a great question. he has the title of press secretary but his role goes much beyond that. he's been at vladimir putin's side for many years. he was there back in the early 2000s whip was still stationed in moscow and over time he's become an all-purpose adviser to the president. he's gotten pretty wealthy this that time, people have raised questions about how he got his money. so it's part of the russian culture. the word that richard is referring to when you go to russia is [ speaking foreign language ] it means roof. that's the kind of person you need to champion a tower in moscow, like a business dealing as a foreigner. so it's not as richard said, something you can come in and do on your own. you need high-level protection. doesn't necessarily mean somebody in president putin's circle, but somebody who's in with the political class there. >> and, richard, for how l

. >> peter, as we're having this conversation, this is some video of michael cohen leaving that courthouset a few minutes ago. what do we know about what's next for michael cohen? >> well, for michael cohen, there's sort of two what thes next. first, he'll have to be sentenced on all of the charges he faces but i don't think that's going to happen anytime soon. because his sentence will depend on the nature of his cooperation. and it's clear that he's cooperating with the mueller people. they want him to continue to cooperate. so what's next for him is probably more meeting with investigators working for bob mueller, and possibly prosecutors in new york on other matters. what's next for robert mueller is, we keep thinking there are going to be additional indictments involving this question about whether people connected to the campaign were trying to get or had advanced knowledge of what wikileaks was going to release in terms of e-mails stolen from democrats and people working on the clinton campaign. roger stone and jerome corsi have been talking openly about the fact that the mueller pe

peter s, and all of his friends on the other side? >> lanny davis poured cold water on the dossier in relation to michael cohen, you have christopher steel being able to verify the veracity of the statements made in it. at this point, what evidence of collusion do we have? >> jon: great question. that is all in robert mueller and his team's hands. we don't have the answer. sure, maybe the committee didn't see evidence of collusion. i sure hope there is no collusion, i think we all do. no one knows what information mueller has. hard to talk about. it is interesting. he was spicy this morning on twitter and -- >> fair. >> very spicy this morning. two things, one, is he afraid something bad is about to come out? was he thrown by the questions headed his way and how difficult it might be to answer those? i don't know. or is he trying to deflect to something else? he's not had a particularly good news week, i don't think today will be another great day for him with cnn hearing and fox, as well. i think this also has equal chance of being a distraction. he's certainly good at protection. it was fascinating to see at time when everyone was talk

peter. maybe we got a couple technical issues ourselves from argentina. thank you. >>> want to bring in pete williams and chuck todd, to talk about the legal and the political ramification on this cohen plea. you ended on the tantalizing bit. seven meetings that cohen has had with this prosecutor. do we have any sense of what he may be telling them and where it may be leading? >> no. but what we get a sense of is how much he is cooperating. he pleaded guilty to charges and did not sign a plea agreement. he has been willing to meet with mueller's prosecutors. they gave him the courtesy of bringing the charges in new york, even though it happened down here. they are moving along smartly. he's been cooperative. we don't know what else they're pursuing, based on what he's told mueller. >> it was interesting to hear what president trump said. he said, it's interesting -- i'm paraphrasing here -- michael cohen is weak. he is talking to prosecutors, unlike other people you see, which brought to mind paul manafort, who we learned did not cooperate with paul manafort and prosecutors say paul manafort lied. read the tea leaves a little bit. >> i think it does show that michael cohen is a much
