and the t.a. board decide to do this, the funds are available. if not, the category does not incur financing costs. but there's steps that need to be taken before the decisions are made and m.t.a. will be back to the c.a.c. and the board to present on this cost benefit analysis of doing this. and i wanted to note that even with the accelerated schedule there's a funding gap. and the funding gap is from $17 million as an accelerated schedule to about $56 million at a standard schedule. and so a bit of a hole to plug. but just wanted to highlight that we're -- we're, you know, hoping to get these vehicles on the street as fast as possible. next category is to support these vehicles literally and figuratively to advance some of the facility projects that would support the new and expanded fleet as you can see here. and there's a project that is a potential project that is a very large project and so we'll see that project advance through both the facilities muni category and the discretionary category and there's discretionary funds that would be av

. >> i know you said this wasn't about recommendations at this point, but i was wondering if the t.a. was reexploring or talking about the issue of congestion pricing. i know it is a study goshen area we looked at before before we had the traffic and congestion issues we had today given the limitations of the state level and what we can do. it is something that we could do is not something that is being contemplated are considered particularly when you talk about district three, which is downtown. it had a huge rise in congestion >> yes. our board has directed us to look at congestion pricing and we are working on developing a scope for that project now. >> so what is the timeline on something like that? >> i am not prepared to say. >> ok. i am aware of your request to the t.a. this week to look into state legislation. but in the meantime, what are ways that the city, the state and even federal regulators can help ensure that these workers are making a fair wage? that is the goal here. so we will be using a set of metrics developed by the transportation authority to determine if the company's labor policies aligned with the labor principle. metrics like earnings, benefits, or lack of benefits. and their level of transparency with regard to pay. one of the big issues we have been hearing about lately is deactivation his. and whether or not there is a good appeals process when a driver or courier is deactivated we will also hire a consultant to do a survey and peer reviewed final report and that will offer a ground breaking glimpse into the gig economy workforce in san francisco. we have already been in touch with a number of academics who are interested in bidding on the r.f.p. we are talking to graduate students from usf and berkeley who have expressed interest in taking on some aspects of the study.

that everybody can live with and having finally taken my first trip to treasure island, thanks to the t.a. staff , and having a dutch arrived on ferry and seeing how quick that can happen, if done right, it really is a very exciting new transportation option for the island. i believe once it is implemented , it will be widely used and very -- in a very efficient way of getting to and from the mainland. but i just really think this is the best of government when you have a highly competent staff that is really thoughtful about the way you've been working on this project, and a very engaged and effective advocate on behalf of the constituents. i have been a spectator watching it go back and forth but i want to complement you all on this process. >> i should thank you for being a part of this committee. it is not -- it is a micro- topic within our overall transportation system. thank you for spending a lot of time. i do have to say, when i was reading through all the material last night, i did think, it must be so much fun to work for the transportation authority. as much as i am being criti

month i'd like to first start by thanking several of our commissioners for joining myself, staff on the t.a., and a set of officials and planners from the san mateo c.m.a., county congestion agency, on a study tour to los angeles, where we visited the l.a. metro express lanes, heard from their staff and their policymakers regarding decision making at a similar juncture to where we are in our planning for potential managed lanes here in the bay area. that was a full-day tour. we were very appreciative of the staff for taking care of us, showing us the facility itself, transit centers, control centers, enforcement points and talking about the thorough process they undertook in their planning, particularly regarding the topic of environmental justice and equity and affordability of a potential toll facility in los angeles. they shared with us several policy strategies that they adopted ultimately that we're looking at currently in our treasure island mobility management program, as well as potentially for san francisco lanes, should we proceed with those. i just wanted to also extend our appre

morning, is that this regulation and this reform of the tax medallion industry is on the same day as the t.a.'s report saying between 2010 and 2016, t.n.c.s contributed to at least 50% of the congestion increase in san francisco. and i think that context is really critical. and i'll probably return to that at the end of this -- my comments. the other thing that i'd like to say is just a thank you to director and the m.t.a. staff who have been keeping our office fully briefed for at least a year on this. and i don't think that anybody loses the burden of trying to navigate the complicated issues in this problem and i have a lot of respect. i think that every supervisor would concur with the good-faith effort and our outreach to our office. that said, there are a number of reforms before you, i think that these are independent reforms, meaning that this board can act on one or two of them and against one or two of them, and not fear any -- any fear that the two that are supported are going to impacted by the two that were not supported. i think that there's a lot to gain here. the letter that
