i joined the board a year ago, and it's the first board that i've been on, and it has been an amazing time to join the board. you know, i knew of the work that pretrial was doing, because i worked in the san francisco jails for 15 years for the department of public health, and i saw how much they were able to help people that were falling through the cracks. and i think they still continue to do this amazing work, and that is why i agreed to support the work of the board. i think we're at a critical time, and we wanted to bring to your attention that we were going to really need everyone to rally behind us, so that we're all at the table, having conversations about next steps, and the work that pretrial does, continues to be done as an independent organization. there's a lot of conversations about what the future of the agency, but we wanted to just make sure that we thank you for your support and you can count on us for information and continuing dialogue. thank you. >> thank you for your comments. next speaker. >> good afternoon. thank you, president cohen, and i'm here for item 64,

results of both efforts are presented to the sfcta board. a passionate discussion ensued among the c.a.c. members. there were three areas of concern of the resolution. the first were costs. assuming full funding can be secured along the critical path of phase two and any delays moving forward with phase two in this case, 30% will result to increased escalation. at this time estimated approximately $17 million a month. second, missed opportunities to obtain commitments of federal and state funding for phase two and third, until completion of the dtx and caltran and high speed rail will utilize forth -- fourth and king with caltran electrification delivered in 2022 and high speed rail in 2027. the nation and neighborhood window be handle to anticipated volumes of passengers, residents, workers and visitors with major infrastructure and station improvements. this is problematic. based on these concerns, the c.a.c. members would have preferred that the design activities continue with the conditions outline outlined in e c.t.a. resolution being me

i haven't been on the board as supervisor peskin. just to reiterate what i said to supervisor yee it's with the financial means of the organization. the other entity we were planning for in supervisor cohen's district is wholesale food provider for the food mart. right now they're not captured. they're below 40 cubic yards but have the intention to plan for going to consolidating on one account. and we want to provide them similar to the flower mart the opportunity for flexibility. it's about focussing on the organizations that don't have the financial means or the ability or have not had their rates increased or have been ignoring the fines and fees in the past and not there in terms of moving towards the incentive-based system. i will say and i really appreciate the conversation that president cohen was able to promote and encourage in the budget committee with other colleagues, supervisor stephanie and fewer. it really helped to advance the conversation and refine where we are and i think that where we have ended is really importan

you now occupy the b.a.r.t. board seat once occupied by mr. dulovic. >> i'm the executive director of walk san francisco. i'm here to express walk san francisco's strong support of this body's propose jolly for congestion pricing study here in san francisco. as a vision zero city with the goal of eliminating all severe and fatal crashes by 2024, we need to be exploring all possibilities and resources to get to this goal, and congestion pricing is one of those tools in our tool box to reduce the number of car trips and eliminate traffic collisions. sadly, we have had more deaths this year on our streets than last year, so our great efforts to redesign our streets simply is not enough, and we need to be more bold and innovative in our approach to reach vision zero. as tom did mention, studies have shown that everyone benefits from congestion pricing. cities that are trying it are now seeing that this benefits transit riders the most. what i like to remind people is transit riders and muni pedestrians are people. we need to be providing them with
