" sgt enrique garcia : we o have d >> we got an ambulance started. >> reporter: police say the victim was killed by the terrible force of the impact, collision with this white van that didn't bother to stop before or after the crash. >> we know that there's going to be damage on the right front quarter panel based on the impact that the van had with the victim. >> suspect vehicle is going to be a white van, no signs or anything on it. >> reporter: investigators say the van was captured on security cameras as it drove down 10th street in downtown san jose after midnight, but they didn't get a good picture of the license plate or who was behind the wheel. so they posted this sign pleading for the public's help and f

devin ton ambitious addition city leaders hope to have in place by this year. >> the city of fremont is embarking on an ambitious $1 million plan to transform its streets by making the lanes of traffic narrower for cars and wider and safer for cyclists. on fremont streets cars easily out number bicycles and by the city's own admission the protections are patch work and incomplete. >> you have drivers that feel like -- well you are in my space. you have -- they just kind of run past and you have to be very careful. >> she said a driver recently hit the front of her bike as she was walking it through an intersection. she said she strongly supports the city's plan to add 17 new miles of dedicated bike lanes. >> i would like to see more safe lanes for the bikers. i'm a biker. you know -- i know -- i ride with friends that are bikers. its important for us and everybody else to be safe on the streets. >> fremont had slowly been adding dedicated bike lanes over the past few years. the results were promising. in 2015 there were 36 major crashes. eight of them deadly. in 2018 that number was
