let's go to our senior correspondent manu raju on capitol hill.ee took its first action voting to send more than 50 transcripts from its russia investigation interviews to the special counsel robert mueller. so what transcripts will be turned over and what will mueller be looking for? well, there are more than 50 individuals that did testify before the house intelligence committee in the last congress as part of the russia investigation. they didn't believe there was evidence of collusion. there were a whole bunch of leads that were not investigators but they said democrats believe that some of these people closest to the president may have misled the committee. they want mueller to investigate this further in order to determine whether any charges potentially should be brought. now, the people that these transcripts testimony involved include some of the president's closest confidantes, people like jared kushner, his son-in-law, his own son donald trump jr. as well as steve bannon, this former adviser, hope hicks, his former communications direct

lauren fox joins me from capitol hill. another democratic lawmaker seemed to indicate progress that would include democrats voting for money for the president's wall. are we reaching a point of possible agreement here? >> reporter: jim, there is a little bit of hope on capitol hill that some kind of negotiation can be found in the upcoming days. but i have to note there are still a lot of things to iron out. behind the scenes aides are hashing out trading proposals but there's no set money for the wall yet that we know about. they're still talking, still trying to negotiate that sticking point and others, including how many detention beds to even have on the border. so there's hope, but there is a little bit of negotiation that still has to happen. of course the president last night very firm that he still wants that border wall. >> in the past, most of the people in this room voted for a wall, but the proper wall never got built. i will get it built. >> reporter: it's very clear that as negotiators keep pulling forward, t

in morgan hill over 3 inches in san jose. san francisco almost an inch and a half of rain there, and we are looking at close to an inch in oakland, and also in concord. it is all over the place, because you look at san anselmo where we had over four inches of rain. head over toward napa, it was close to two inches and santa rosa had a little bit over two inches of rain, so as you look at the seven-day forecast at the bottom of the screen, not a whole lot of breaks in the rain, and it's going to be chilly over these next few days, and this is as a cold front moves through. we are going to see still some scattered showers moving through, even a chance of storms. as we get a look at some of the heavier rain moving through parts of the east bay, i want to take you in closer as we see the rain moving through san lorenzo and san leandro and moving over toward castro valley. we can even take this down to street level and show you exactly where the heaviest rain is coming through, but i take off the storm ranger radar and you can see

it may be snowing at grizzly peak in the east bay hills now and some of the hills east of vallejo arealso being reported with some snowfall. look at the snowstorm. it's not just snow. it is a steady snow the past three or four hours in the diablo range including mt. hamilton. we have will see significant snowfall accumulations above 2,000 feet there. it is li of the night. we see widespread showers, some heavy and in the higher elevations including the santa cruz mountains it is currently snowing. the snow level tonight will drop to 1,000 feet, the lowest snow level since 2011 in the bay area meaning the north bay mountains, east bay hills, diablo range and santa cruz mountains have a good opportunity for snowfall tonight in the snowiest spots up to 8 inches of snow. on tomorrow's date 1976 is the last time we had widespread snow in san francisco. we are not forecasting it tonight, but it would look a lot like this because this is a picture from february 5th , 1976, where it snowed in many of the higher elevations, in the city of san francisco 5 inches of snow at twin peaks. it's only

let's go to capitol hill.e understand democrats are already planning their response what do you know? >> they are. i think this event today really sets the stage for the next battle that is very clear ahead, a battle that we have heard from democrats on capitol hill that plan -- the house and senate will very likely move very quickly to take up a joint resolution to end and block president trump's move on the national emergency. we know from our colleague he is reporting that house democratic leaders are in talks to make this a top priority. they are on recess for about the next ten days. very clear this story line will not end with president trump declaring this national emergency and that is the next big battle ahead. democrats railing against this move. notably republicans here, too. we have heard from many calling this a bad idea, a mistake, violates the constitution. we have heard that from many republicans. key here we are discussing the move towards a resolution of disapproval. do they have two thirds o

kasie hunt is holding it down on the hill. it seems inexplicable we're here again talking about the potential for a second shutdown this year. what are lawmakers going to do about it? we've just learned the top four negotiators here on capitol hill are going to meet this afternoon. we think around 3:30 or so so discuss how to restart these talks. because the reality is as of yesterday morning, they had stalled completely as you were just talking about. it is over this seemingly new issue of detention beds. i think we should point out this has always been a simmering piece of the negotiation all the way along. immigration advocates in particular backed up by democrats have been concerned very deeply about how the trump administration is enforcing immigration law in the interior of the country, and they almost view this as a more important policy piece even than the wall which is, of course, become something of a symbol of this president and everything that he stands for. but there is some risk for the democrats in bringing this
