the obama justice department ended it. i understand that it has been reinstated during the trump administration. i'd like you to inform us about its progress as well as any other measures or programs or enforcement priorities of the department of justice with respect reducing gun violence in this country. >> thank you, congressman. as you know we served as united states attorney together until you went into politics, and i went into private practice. i want to talk specifically and it's a good question about project safe neighborhoods. in 2017 the attorney general sessions announced the expansion of project safe neighborhoods which encourages u.s. attorneys offices to work specifically with the unique communities they serve to develop a customized crime reduction strategy. one study showed when you and i were doing it, it reduce crime overall by 4.1% and with case study showing reductions up to 42% of violent crime. we had the project safe neighborhoods national conference as a mention in my opening statement and i can tell

the red or orange is the general fund department budget. as we discussed previously last year marked the first year we eclipsed the 400 million-dollar threshold for department budget. that's anticipated to increase as you will see on the next slide in the coming years. as a result of that, the general fund, the non general fund is things like the airport and previously the port and other funds that aren't paid by general fund moneys so as i mentioned it's a 21% increase over this time. majority of that is due not to expansion of scope of services but to some extent for sure but it's salary and benefit increases. so here is a look at our current budget as compared to -- our base budget compared to our current and extended year budget. as i mentioned, we're looking at $400 million budget. and 413 the year after that. the reason that is lower, is because a lot of the one-time equipment and capital expenditures are scrape scrippe. that will reduce the budget until those allocations are approved. $269 million is our general fund support. after re

while the department of the environment doesn't receive any general fund support, we do face some impact as nongeneral fund departments are expected to absorb any increases in our budgets, in our costs for the fiscal year, without requesting any additional funds via work orders with other city departments. lastly, the mayor has mandated that there be no new positions added to the departmental budget submissions. that won't affect our departments at all because we don't anticipate adding any positions in the next fiscal year. for fiscal 2019-2020, our total operating budget currently stands at approximately $27.2 million. this operating budget includes both funds being requested through the annual appropriation ordnance or a.a.o. process, as well as funds that have been previously approved that will be utilized in the next fiscal year. this is the midyear approval requests called system expend processes. for awareness, these previously approved funds will not be part of the annual submission to the mayor's office and will not be reflected in our final a.a.o. budget presentation to this co

ofon the general question department efficiency, we do address that in the report.t is honestly very important. basically ask taxpayers to sit still while the congress appropriates additional dollars for defense, they have to have some level of confidence that it is being a privately and wisely done. reformndorse a number of efforts that have been underway for some time to make sure the department is auditable and we can account for the money. the problem is that all too frequent me, people think, well, whatever the problem is, we can wring it out of waste, fraud and abuse in the pentagon and that will make up for the bogey that we're in and that's just not the case. even the most optimistic assessments we heard of what might be gained from reform and efficiency in the department is about $150 billion over ten years. it's not even close to filling the gap that we are talking about over the next 5 and beyond that, next decade, really. i think that's important. on brac, i would just say we need to rationalize how the department uses its facilities and there's unused c

the department of public works. we're all working together coming up with solutions, we have, to your point commissioner, raised the issue of budgeting and working collaboratively that we're part of the solution and part of the response. they have asked for additional resources as part of our budget. back in november, they worked with me to submit through the hsoc funding for additional resources for 'e e.m.s. and we believe it has a district impact of the street behavior and street conditions. many of us attended, even though we don't work on the streets regularly, we would never ask someone in our department to do something that we weren't willing or capable of doing ourselves. it is part of our minimum requirements for eligibility to retain our positions so many of us went through c.p.r. recertification. it's always interesting. the e.m.s. division and the division of training did a great training data headquarters so i feel very comfortable if there was an emergency here i would be right in there. thank you to th

share to the department share o. in past -- last year, we received approximately 2 million in supplemental revenue from that program. so when i mention expansion or changes along those lines, there is discussion about expanding the scope of eligible calls that are eligible for reimbursement. that's something that's going through legislation. there has been previous pieces of legislation to do that. the most recent one unfortunately was vetoed by then-governor brown at the time, but there's also work to expand that. there's also a gemt quality assurance fee. it is aesan additional fee that would have the same structure as cost share but could potentially result in additional revenue for the department. there is ongoing discussion on that, so there's some reporting we're doing with the state on that, with the anticipation it will become effective later this year, but as soon as we get some more additional information, we'll pass it on. >> are there any indications at the state level of raising the medicaid reimbursement

the department remains committed and confident in its support of continuing this contract. as you know, this proposed continuation contract includes funding for three programs. two of the programs, the outpatient and the crisis programs, provide mental health and crisis outpatient services to an african american target population. we conduct annual program monitoring reports of each individual program. each of these -- both of these two programs met starts in 14-15, 15-16 and in our most recent annual program, they exceeded standards. that was in 16-17. i recognize from last time, there was some concern about the solicitation rankings of the r.f.p.s use to select these two programs. i just want to point out a few important items for consideration. the first is we conducted a solicitation to continue our existing services. so the department did not have a goal of trying to consolidate or change service providers, and i think if you -- if the report showed the detail for each agency listed, you would say that they are spread all over the city, and most have a unique target pop

what do you consider to be the leadership of the department of justice? >> the hierarchy with people responding to them, head of a division, deputy attorney generals. if you look at the flow chart of the upper echelon. think about the image doj created for civil rights, opportunity for all. we had a number of agents come here and none of them did find an african-american. your charge of civil rights and making people feel you're fighting for equality. you mentioned charlottesville and charging the person with 30 counts, and i applaud you for that. do you believe that in charlottesville they were good people on both sides? >> congressman, i think the act, while -- again, part of an ongoing prosecution, i can tell you the act was charged as a hate crime. >> i agree with you and i applaud you for that. but that's one individual. i'm asking you in general, do you believe that there were good people that were protesting and there were good people that were anti-protestors? i'm talking about the people marching with the tiki torches and the chants. do you think

the u.s. government and department of defense. general thomas and nakasony you stit at the nexus to operate in the environment. i hope you give a full assessment to authorities in this arena where gaps remain. with respect to cyber com while progress has been made many serious challenges remain, dod has developed what appears to be a viable cyber strategy and has conducted a serious cyber posture review. this posture review identified gaps in capabilities across the enterprise and the principal cyber advisers cross functional team is defining objectives, specific tasks, resources and time tables to correct them. when completed these activities should greatly increase the department's cybersecurity and the effectiveness of cyber command. the physical year 2019 ndaa explicitly established that unacknowledged activities in cyberspace conducted below the level of armed conflict are a legal form of so-called traditional military activities. the ndaa also provided authority to the president to take action against sustained campaigns of s

we're the city's largest department. of that, san francisco general represents the most significant portion followed by behavioral health and laguna hospital. expenditure wise, salary makes up more than half of our department's expenditures and it's followed by the non-personal service the contracted services you guys approve on a regular basis. and it really represents primarily direct services as well. the bulk, almost 85% of our department's budget is around personnel and contracted services. this graph shows the revenue and general fund support and revenue support we have within the department. the blue bar represents revenue by division and then the orange bar that sits on top is the general fund that comes in to offset to make whole our total expenditures so what you're seeing here is the bulk of our divisions are predominantly backed by revenue. overall the department does leverage over $1.5 billion of revenue for its $2.3 billion budget. this is more of a table view of the slides. what you see here in that bottom

the department is partnering with the performing arts workshop to deliver programming on the department's behalf which provided $3.4 million of the project's construction cost. it has been determined that the performing arts workshop needs additional price to deliver these services. they will allow them to have -- the second is construction administration related to additional geotechnical work. it is part of its construction administration work, it has a geotech consultant. the contract amendment would allow them to continue the work as a propose to the micro piles and enlarged 14, utilities and plans, flatware installation. services include site visits that the conditions are consistent with the actual conditions, and two, the geotechnical aspects of construction conform to the intent of the recommendation in the geotechnical report of the plan. the value of the service is required is $93,636, for the contract only requires an increase of $73,000 given credits received for work but not necessary. this will bring the total contract value to 1.6. thank you. >> thank you. >> is there any p

department of the environment. and we needed that deep knowledge base because of events like the global climate action summit, and the commissioners definitely helped extend the reach of the department, of our city's elected officials, of the city's capacity to host visiting nations, visiting cities, del gats from all around the world who are convening in san francisco to talk about the environment, and to learn from us on what we did here on climate action, and the commissioners represented us at events, at talks, at workshops on kind of 0, 80, 100 groups, the paradigm that governs or climate action, and it definitely made sure that we were a gracious environment, but more so, an informed host on the environment. and the commissioner definitely helped the department, the city, and the mayor's global climate action summit here a success. but beyond that, there were other highlights, as well. i know that seems to be the main highlight, but there were a number of special meetings and events that the commission undert
