the police department is subject to accountability with a commission, why is the sheriff's department any different? the elected leader of law enforcement bodies should not have the 100% authority to determine the consequenses, if any, of proven misconduct on behalf of deputies. nor should the elected leader conduct its own investigations because it is impossible, virtually, for independent, unbias investigation, if that just be on the elected leader of a law enforcement entity. that is why we do not allow the fox to be in the hen house. you don't forfeit your humanity because you are incarcerated. you do not forfeit your humanity because you are incarcerated. rehabilitation, restorative justice, these terms exist because we know people can change and should be allowed to pay their debt to society without fear of retribution during incarceration. we know that there are allegations of misconduct. we know that there are investigations. we know that these investigations are conducted by the sheriff's department. that can no longer happen. so this hearing is therefore necessary to address

a department allows you to have complete autonomy. at one end of the spectrum, you can have full autonomy. on the other end of the spectrum, you can say, let's maintain the status quo. we started with those bookends. we said given the need for speed and how much time you might spend just reorganizing, we landed in a place that said drop off the synergy of the air force. we have significant learning from the marine corps about how to have a service within a department. the biggest thing that we have been working to do with the space force is focused on delivering capability faster . and it is very easy in government to think about equities. we didn't want to start with, what are the equities? what are the structures? how we dry path to deliver maintaining that margin of dominance. it really was based on standing up these, i will call it, critical time-based capabilities, developing, doing the development, space development agency is about developing. it is not a space acquisition agency. it is a space development. we said that is what

other departments, sfpd, department of emergency management, they have their own protocol as well. the current department of homelessness policy outlines what levels of rain, temperatures, and wind trigger the pro fission of additional services. yet shockingly, as far as i understand, none of the recent storms that came with flash flood warnings, cold fronts and high wind warnings were enough to officially trigger the policy and provision of shelter. today, i hope that we can hear how we change these threshholds to be more reasonable and predictable. many other cities like santa barbara and san diego brace their pro cols on forecast of rain probability not inches of rain like we do in our policy. the department setting up shelters and people on the streets can plan ahead and know there's a policy in place and a place for them to go with certainty. it is promising and i want to appreciate that the department of homelessness in many cases, over the last month, enacted their protocols regardless whether we met that standard and indicate a willingness to make changes to their protocol
