doug mcelway is in washington with the latest. >> reporter: teams from the u.s. and around the world hard at work in ethiopia, trying to get more information about the deadly crash last week but back here in washington the justice and transportation departments are putting increased pressure on boeing. it is believed a faulty anti-stall system led to the crash, prompting the groundings of boeing 737 max planes around the world. now a federal grand jury is looking into how the plane was developed and manufactured, seeking e-mails, messages and other communications from boeing, in addition to a second probe into the faa approval process for the 737 max 8. >> we're united with our airline customers, regulators and government authorities in our efforts to support the most recent investigation. understand the facts of what happened, and help prevent future tragedies. >> reporter: the news comes as investigators in france continue examining the plane's black boxes. preliminary data showing strong parallels between the ethiopia 737 crash and one last year in indonesia.

fox news' doug mcelway joins us now.ying to repair its reputation, trying to ease the concerns of its investors and also the flying public. reporter: they sure are. and now on top of all their troubles is this grand jury subpoena. we are finding more about what this grand jury subpoena may be about. it seeks broad information about how ashgsfaa delegated authorit to boeing to certify planes for air worthyness. according to a source i spoke with, the faa can't keep up with its workload. additionally, some faa engineers do not have the same state of the art know-how as engineers employed by boeing. for that reason, boeing and other manufacturers received a delegated authority from the faa to conduct the certification inspection of their own airplanes. this delegated authority is given to a limited number of boeing engineers who are checked for their trustworthiness, their expertise and for their experience. but the "seattle times" is reporting that in the case of the 737 max planes, boeing was under competitive pressure to
