i want to remind you of the history regarding jeff kozinski. remember the incident where him and his friends were in the back of the lyft, saying derogatory things? remember jeff regarding the policy shelter policies at the navigation centers? i remember. do you remember jeff cozkozins calling for an emergency at the homeless shelter? i remember. i tell you there's another thing, is the shelter monitoring -- i'm trying to figure out right now who is monitoring the standards of care at the homeless shelters? i've asked several times. i guess no answers. the -- get no answers. the city and county of san francisco under jeff kozinski's watch is violating san francisco code 200-2400. in addition, i am saying according to my records, the shelter monitoring committee has violated three meetings. they have missed three meetings in a row. right now, i'm wondering who is monitoring the sme monitoring shelters? you know, you have front line people at the shelters who have been incarcerated, who have drug usage. so you stereotype the homeless, but these f

>> supervisor haney: thank you, director kozinski, i know you have to go. and thank you to all the folks who presented every day, and both the folks that are here and out here in the field. this is both the most urgent and devastating crisis that we face here in the city. in many ways, it's a human rights crisis, and i want to appreciate all of my colleagues who spoke so eloquently about the need for urgency as a city, and the willingness to step up in your own neighborhoods, your own districts, to do what we possibly can. i hope you heard that this department is wants to be -- board is wanting to be a partner, whether that's opening new points, allocating new money. i think we really feel the urgency from our constituents and make sure that all of us are stepping up and making sure we're building housing and shelter in our city. i have some questions about the presentations and about hsac. i do want to say because i think it's important, when i read the title for the hearing, city policies to reduce homelessness in residential neighborhoods, i want to unde

my name is jennifer steen, and i think it's really disrespectful that jeff kozinski left. i think it's really disrespectful. i think we knew what we were doing in writing the code, and i think it was incredibly important in writing that. the homeless budget is 2 0 -- 200 million. as everyone here said, i agree quite strongly that levels of care are lacking in all levels, and that people need to be able to be supported so that they can exit. i think supervisor ronen, you've asked many good questions about exiting, exiting, exiting. right now, i work in exiting, transitions. exiting is a problem. we don't have enough beds. there was a study with multiple recommendations about where beds are needed and can be provided with a cost breakdown. this work group put together this draft. someone sent it to me anonymously. i don't know who did it, but i think this is the kind of information that needs to be disseminated between staff as well as the people to serve. >> supervisor ronen: chair mandelman, could i have a question? >> chair mandelman: sure. >> supervisor ronen: so working

kozinski, he showed reams of data. i don't know if i believe all the data. i share the same questions as all of you. that data was a bit shifty to me, but the one thing that struck out at me is sf is bearing more than its fair share of the load. 40% of the regional homeless are here in san francisco. another 40% in contra costa and the other counties. why is it only our problem through our generosity to allow the seven-day beds for people that don't want help, and then, we spin our wheels, and we try to figure out why is it that we can't get more navigation centers built? why is that? i'll tell you why. it's 'cause the constituents, your constituents, supervisors, all of us in the city, we're sick of it. you see this list? you know where this comes from? i have another list. this is from next door. this is from next door knob hill, d-3 -- nob hill. i posted an invitation last night -- >> clerk: thank you. thank you for your comment [inaudible] >> supervisor mandelman: thank you. thank you. next speaker. >> hello. amy fairways on behalf of the st. francis hom

berkeley report that we heard director kozinski talk about at the last presentation, and he said thereime around navigation centers. what i found was that the number of respondents to the survey who said that crime increased rather than decreased was in the 3:1 ratio. so for every three people that said crime increased, only one person said that crime decreased. and somehow this is being used to validate the fact that crime hasn't increased around navigation centers. i'm also using data from other cities. in vufr, crime increases around a navigation center by 82.5% and thefts from vehicles by 42.9%, and in a study down in los angeles county, they found that proximity to a homeless shelter was only behind prior drug arrests as cause or a predictor of crime by homeless persons. onv page six and seven, i mention crime in the dogpatch. there are six crimes in the last six months reported on one block, an auto theft, a burglary, and a firearms, to name a few, call to the police. on page eight, i tried to show that navigation centers haven't been able to control encampments, which is one of
