the chair: the chair recognizes you. mr. quigley: i rise today to offer this straightforward, commonsense amendment. that does not affect direct spending or revenues. my amendment requires the secretary of h.h.s. to complete a review of the relationship between survival of domestic violence, dating violence, sexual assault, or stalking, and the likelihood of developing a substance use disorder. this information is vital because we know traumatic experiences such as domestic violence are associated with behavioral health conditions. and we know that behavioral health conditions are associated with substance use disorders and we know substance use is linked to traumatic experiences. what we don't know is if survivors of domestic violence have an increased likelihood of developing a substance use disorder. although the evidence exists, we have yet to conduct a comprehensive review of the data to make the connection. it is important to understand the nature and impact of trauma to effectively serve those who have suffered. if th

chair. i want to recognize the hard work of my colleagues, the chairman of the judiciary committee, jerry nadler, congresswoman karen bass and the members. my amendment would create a grant program for states, localities and nonprofits to operate a program. the program that was developed in my home state of maryland by the maryland network against domestic violence. one-third of victims, homicide or attempted homicide was the irst act of violence in that relationship. research also shows that in the year prior to the homicide, more than 44% of abusers were arrested and one-third of the victims contacted the police about the abuser. the program was developed to reduce the number of missed opportunities to identify victims of domestic violence and enable them to take steps. evidence-basedan prevention fool because they are predictable and they are preventable. this program is used in 37 tates by laupt, nurses, social workers, case workers and court personnel. by asking the leeth atlanta screen

>> chair chiu: okay. thank you. >> my name is astor martin. i was a volunteer treasurer for a board of supervisor publicly funded campaign in 2016 and 2018. and i do appreciate the staff recommendations regarding the public finance program. i thought the report was thoughtful and the findings were wonderful, the recommendations. and i am open to the 200. any way, i think the initial grant of public financing and the higher ratio of matching funds of 6:1 up to 100 would give qualifying candidates the resources to run a competitive campaign. the awarding of an initial grant grant earlier campaign is a good idea and ultimately give the public greater confidence in the election process. however, from my perspective, the initial ex -- if the initial expenditure limit is increased to 350,000 for board of supervisors and 1.7 million for mayor's race, i would recommend the maximum public funds received by a candidate be increased accordingly. in other words, 255,000 for a board of supervisors campaign, 1.475 million for a mayoral campaign. an increase

. >> chair fewer: thank you very much. i believe we have andy wong. >> good morning supervisors. i'm am development specialist with the office of community investment and infrastructure. the resolution buffe before youy $68 million to pay for the construction in related development cost for 691 china basin street apartment. bank of america will serve as the limited partner and tax credit investor as well as construction lender and purchaser for this project. the project will provide 152 affordable rental units to extremely low to low income families. it include 10 studios, 34 one bedroom you units, 39 three bedroom units, one bedroom unit. 38 of 152 units will be set aside as public housing replacement units for households relocating from sunnydale. the project average affordability level 56% of the area median income which translates to roughly 66,000 66- $66,304 for family of four. the board approval of this bond issuance will keep us on track for close of construction financing and construction to start at end of april.

thank you, chair chiu. thank you to the ethics staff. i wanted to offer a comment on the ethics staff report that we're reviewing today, particularly in regards to the set of proposals that supervisor gordon mar is working onto move forward at the board of supervisors. first, i would say thank you to the staff for putting together this report. on the whole, we agree with both the overall analysis and most of the conclusions that were reached in the report for the listed recommendations. there are a couple points of difference that i just wanted to specifically address here. so first, we agree with the fifth recommendation of increasing the initial i.e.c. to 350,000 for supervisorial races and 1.7 million for mayoral races, but we feel it's important that we increase the maximum funds that a candidate can receive, because unless we do that, we're in effect diluting the public funds that an overall campaign could raise. we did request a b.l.a. analysis of our proposals that i will have ready to share with the commission probably next week.
