commissioner hamisaki. >> thank you, commissioner hirsch. >> thank you. good evening, chief. a couple of follow-up questions i think that there are still a few more questions out there. i know you have been sitting through a few. at the beginning of the presentation you talked about a 28% decrease in use of force over the past three to five years. so two years. >> 16, 17, and 18 data. three years. >> is that benchmarked to anything? on the last question you were talking about benchmarking. is that benchmark to detentions or stops or calls or is it just overall? >> that's overall. there are when you -- in the entire report there are -- there is data about detentions. there's data about traffic stops. there's data about self-initiated intentions that have reported crimes. so that is an overall number. >> a right. i guess what i was trying to understand is what weight to give to that number meaning i know that just about every meeting you come and our numbers are down, year over year, over the past, i don't know, five years, there's been a significant drop in crime and calls. so
