along with janelle wang, it's dividing san francisco.ts to set up a navigation center for the homeless. >> this is the land where it's set to go built. many neighbors are fighting this plan. nbc bay area's marian favro is -- how close is this to reality? >> reporter: right now it's in the planning stages. it has to go through the approval process and of course, public hearing. the plan is to put up modular buildings here on this empty field owned by a church and create a 24/7 1/2 gags center to help the homeless get into housing. fremont wants to get people out of and into stable housing. which is why it's negotiating with niles church to turn this lot into a temporary home for 45 people. the navigation center would be run by an outside agency and offer show

our janelle wang following all this drama. >> reporter: the bad blood between the attorney general and democrats. it's been brewing for some time and after today's no show it's at an t k of holding the top cop in contempt. an empty chair at today's house judiciary committee committee hearing after attorney general william barr skipped out on day two of testifying about the mueller report. >> he's failed the men and women of the department of justice by placing the needs of the president over the fair administration of justice. he's even failed to show up today. >> reporter: barr did not show up after democrats changed the hearing's format insisting he answer questions from committee lawyers, not just lawmakers. representative steve cohen of tennessee eating a bucket of chicken and then placing a ceramic chicken on the witness table. >> chicken barr should have shown up today and answered questions. attorney general who is picked for his legal acumen and his abilities would not be fearful of any attneys questioning him for 30 minutes. >> reporter: republicans blasting today's theatrics.
