am joleen turner, an attorney representing local 261. we have 55 members working in the construction industry in san francisco. one of them is here today representing a local, and like you we were shocked by the gas line explosion at geary earlier this year and it was likely caused by an employee a verizon subcontractor who struck a gas line. he was not in direct contract with verizon. verizon had contracted can math tech and they had subcontracted to a company not licensed in the state of california called advance fiber works. advance fiber works subcontracted to kill fred engineering which obtained the license in october of 2018. it was a kilf r.e.d. employee who was driving it. we are encouraging the committee to amend the permitting to improve quality of contractors with excavation work by requiring competent contractors with a skilled and trained work force. article 2.4 requires a permit to excavate in public right-of-way. we recommend to amend it to impose clear liability on public utilities and all contractors and subcontractors o
