pillsbury, thank you for being with us.nt and treasury secretary steve mnuchin both said the trucks were constructive. as i read it there is a pretty big impasse here. how do you read it? >> i agree. the word impasse is the correct word to use. we could use a term like breathing period. the chinese need to rethink their position. to get out of this mess from china's point of view they have got to undo the reneging if that is a phrase. they have also got to sort of close the deal that was sew close. mnuchin was talking about 90%. everybody according to rumors knows the last 10% is really sensitive stuff involving enforcement and other measures. for china to get out of this, but also to meet their own hard-liners requirements, means they have to put retaliatory tariffs on the americans fairly soon. they're pretty smart about how to do this. they will pick out products and sectors that have key senators like mitch mcconnell or chuck grassley involved. my book's thesis the chinese are pretty smart. they may be outsmarting us. p

chinese strategy at the hudson institute and and author of "the hundred-year marathon," michael pillsbury hi, trish. trish: what's your reaction to that? >> well, i thought you were both very well prepared. i would recommend another round. let this just be the first. you'll notice how it is possible to get agreement on, in principle on intellectual property theft. she was willing to admit to you that china has a state-controlled economy, but she claims it's 80% free market. so that could be negotiated. you're a pretty good negotiator. you were very polite -- [laughter] you didn't get angry at her for calling you emotional last time. you had a lot of substantive points. i thought she was very poised. she was ready to make some of her key points and also to be pleasant. this is part of the problem president trump's team of negotiators have faced over the past year. the chinese are very pleasant, and they essentially deny almost everything. so we ended up with in the 150-page agreement which, i think, was excellent in its details, in its enforcement. then they backed out of a great deal of i

pillsbury joins us now. thanks very much for coming on.beginning of a new chapter of u.s.-china relations? >> yes, it is. the president obviously got upset, if that's the right word, perhaps infuriated by the chinese foreign nagging them on what they have promised in writing over the last two months. and i think you probably saw this as a test of strength by his friend, h xi jinping. their reaction therefore was very swift. though tweed came not too long after the president learned of china taking back concessions they had made in writing. actually, i knew about some of the details of the agreement. i was quite impressed. i praised the president directly that you have done more than any previous president to get this far. but i had a faint feeling, tucker, that the chinese leadership had not really a blast this agreement. and thought apparently is what happens. the chief negotiator has the rank of vice premier. he is and well-known economist. he tenured 15 years ago what is called china 2030 to reduce the amount of state control and open u

we want to get right to michael missst pillsbury for what is going on with china.is one of the world's leading experts on china. is this tough line the president is taking, is that the way to go, sir? >> yes, it is. the president is reacting to two different things, liz. one is the reneging, he used the word in his tweet, renegotiate by china. this is bad faith in negotiation to give up something, agree to it and come back and revisit the whole thing. that's one thing he made clear in his tweet on sunday. there's a second part of it, which i addressed this morning in a long article about why the tariffs are a good thing for a temporary period. there's a fear that china is going to cheat on the trade agreement, that they have no real incentives not to cheat, to go straight, if you will. so tariffs give the opportunity to china to earn their way out of the tariffs by complying with commitmentments they've made. this is an unusual new idea president trump is using. it's not the old kind of tariffs that alexanders hamilton proposed to protect the american industry, hav

michaemichael pillsbury is the r of the book regarding chinese's strategy to replace america as the globalgood to have you with us. the president and secretary mnuchin said the talks were constructive. it looks to me like there's a big impasse here. how do you read it? >> i agree, the word impasse is the correct word to use. you can also use the term breathing period that the chinese seem to rethink their position to get out of this mess from china's point of view. they've got to undo the reneging if that's a phrase. >>> they've got to close the deal. mnuchin was talking about 90%. everybody according to rumors knows the last 10% is sensitive stuff, involving enforcement and other measures. for china to get out of this and also to meet their own hard liner's requirements mean they have to put retaliatory tariffs on the americans pretty soon. they'll pick out products and sectors that have key senators like mitch mcconnell or chuck grassley involved. my book's thesis is the chinese are pretty smart and may be out-smarting us. paul: let's talk about the chinese. that's your expertise. you fo

michael pillsbury watches this very closely.s to cybersecurity. that's one of the issues he says we're too far apart, that's not going to happen. is there a way to get a deal that's satisfying to both sides if it doesn't cover cybersecurity? >> someone wise once told me that in any trade agreement negotiation, the best outcome is everyone is a little bit unhappy. so the idea that we get everything that the u.s. is looking for probably is a bit ambitious. there might be some aspects of cybersecurity where an agreement is possible. perhaps dealing with the regulation of data flows or the localization of information, but china views cybersecurity issues as a national security issue just like the united states does, and those tend to be the ones where movement forward is the most difficult. lauren: yeah. just like here in the u.s., president trump, you know, is teeing himself up and the economy certainly up for 2020. there are no elections in china. as we have them here. but they have to save face and they have to communicate what t
