-- beyond public housing? the key thingon: i have seen is when we develop communities in a holistic way, it almost does not matter where they are. you provide sustenance for what people need in order to develop -- one of the things i learned from the hud dash program -- this is for veterans and veteran homelessness -- hud provides housing and the v.a. provides wrapper around services. it does not help when we just give them housing or when we just give them wrap around , but when we put them together it has a tremendous impact on helping those veterans get back to being self sufficient again. that's the same policy we want to use today for the people being assisted in public housing. >> in tennessee, we have a very successful housing finance .gency because it is highly integrated into local communities and have staff who have -- understand both national and state run programs, they are able to have great success in affordable insing folks intimacy and general. they do not utilize a one size fits all approach.

[applause] >> we also know that preserving our public housing, we need to really focus in order to preserve affordable housing stock, we also have to remember that there are a lot of folks, especially a lot of seniors, who live in a rent controlled apartments. and so one of the great programs we have in the city is when one of those buildings, which consists of low income residents goes on the market to be sold, and those folks face the possibility of losing the only home that they have, we have a small sites acquisition program to purchase those particular buildings so that we can protect the tenants in those facilities. [applause] >> so this bond will allocate $30 million to acquiring rental housing, and that way we protect current residence that would be at risk of rent increases and they maybe forced out of their homes. i'm really excited about that. we also know that there are populations of people who may not qualify for affordable housing, but they don't make enough to afford

transform communities and to provide affordable homeownership opportunities to preserve existing public housing, and existing affordable housing, to protect vulnerable residents and their communities, and to empower communities and neighborhoods and people seeking housing. first, i want to start off by providing a little bit of context for our office's work around senior housing. we recognize that the demographic of this population is growing, as director mcfadden has described, particularly in the homeless population, i think 30% of more -- or more of the population is at age 50 or above we know this is a challenge. unfortunately, our office has relied for many decades on federal subsidy through the programs to provide both capital and operating subsidies to serve seniors, h.u.d. has, for the last few years, not provided new funding for this program. unfortunately, we have not had federal support for building more senior housing, we have largely been funded just through the city. related to that related challenge in providing affordable housing, especially for extremely low income senior house

i can remember a time when the public housing in this country was segregated. literally. tax dollars providing housing that was segregated. i'm proud to say that we have come a long way and integrated the public housing, housing paid for with american tax dollars. i can remember a time in this country when there were neighborhoods that persons of african ancestry were restricted from living in. restricted covenants were prevalent. and there are still some neighborhoods where there's a degree of difficulty acquiring access to. but generally speaking, restrictive covenants are no longer in existence to the extent that they are commonly used to exclude persons of color and others as well, persons based on religious preferences, from the neighborhoods. this is a country that still has a long way to go. but this is a country that has made some great strides. notwithstanding the strides, however, we must continue to do our very best to make sure every person who wants housing can -- and can afford it can get housing. which means that we have to have affordable housing. i was ver
