i am curtis bradford, co-chair of tenderloin people's conference. i lived in the tenderloin for 10 years. i was aren't when we created market street for the masses and the cac started meeting. i remember the disaster. i was disappointed to see how the city and the tech companies treated the community. and how they were so respected. they lost the support of the community. the community saw how use less and pointless it was to participate with the cac. that is unfortunate. they had an opportunity to build relationship. they stone walled this is what we felt like. things have gotten worse in a lot of ways. we have seen a big increase in the number of people on the street. there is a lot of evidence of displacement and gentrification. i saw the food numbers. food sales have gone up on market street. if you can afford to shop in the market i am sure they have done a great business. the people moving in don't look like the people who have been living here. the incomes is different. we didn't get any benefit from it. i don't know anyone who got a job as a

my name is curtis bradford, and i'm chairman of the tenderloin people's congress. i know we're very excited about the idea of having this bond measure pass. we all know how desperately we need this money, and i'm really excited that we're going to be able to add that extra $100 million in there. but i just wanted to bring up a couple small thoughts when we're talking about how to disburse the money. thank you, supervisor ronen because i agree with you totally, some of the money for co -- some more money for co-op style housing for people coming out of treatment and people with housing issues is really important. we need to build that up. you know, we're talking about mental health s.f. it's not going to work unless it's tied to housing. some other pieces, something with the tenderloin, we really need some money for some larger apartment building acquisition and s.r.o. building and acquisition. we're losing those properties regularly out of our neighborhood. and in a community where they're so vulnerable and they have no place else to go. affordable housing developm

i'm curtis bradford. i want to support the hespa ask and our city our home eraf fund. i still do support that. after hearing the testimony, i changed what i had to say. i was listening about the huge increases in the police budget. every year we come here and we hear the same thing, the priority of this administration is to safe of our community and homelessness. do you feel safer this year than five years ago. do our streets feel safer? we keep increasing the funds but no results. homelessness has increased. our drug sales and use gone up, overdoses gone up. we're putting money in the wrong place. these two things are tied together. we're putting in the money in the wrong place. with all due respect with the hard work they do, it's just the wrong tool for the job. this money could be used to make a difference. it needs to be spent in the right place. things like providing money for mobile outreach teams. we could have community staff teams with our residents doing it. funding mental health s.f. what a great place it start to make a real difference with the challenges.

i'm curtis bradford, i'm a long-time tenderloin responsibilities to speak in support of the lcbd. they provide great service for the tenderloin neighborhood. like matt was saying, i work and live in the neighborhood and i walk to work and safe escorts across the intersection to get to my won't be. job. they're there and they greet me by name and these are community members that live in the neighborhood, as well. pothey provide a great service d i appreciate them being there. you know, i've gotten to know the clean them team that cleansy block and it's great to have that relationship. so they're providing more than just the cleaning. but i want to say for purposes of disclosure -- first of all, i'm proud of the fact that i think the tlcbd is, perhaps, one of the, if not the most progressive benefit district in the nation. tou.that's not an accident. there was a lot of intentionality around thinking about and stretching the plan of what cbd can mean in a community. and servings as a low income sro resident of the tenderloin on the board, i would like to think i played some small par
