we've already submitted the drawings to dbi, so that will initiate the plan review process with dbi. ongoing focus on continuing our community outreach to make sure the community stakeholders are aware of the project as we're getting closer to start of construction. and then on the community health center component, there is two projects that we've been tracking what i call comprehensive scope. it includes the seismic retrofit of both clinics as well as a substantial interior renovation of the two buildings. the maxine health centre, we've been awarded the contract, we're just in the process of selecting the n.t.p. date and the supersede date for the start of construction. some of the hurdles, or challenges we're facing is better align the construction start date with the alignment with epic implementation, because we know the go-live date is august 3rd. and pretty much that day is holding and we need to work around that date. the other effort is getting the temporary trailer in place -- our temporary clinic, which is trailers and those are the two sites that have been selected. as w

of the three items, dbis is what we'll focus on today. to report there's been a positive trend. in 2017 we saw a reduction or less than 30,000 reported after the 24% increase from '16 to '17. since then there's been a focussed effort city wide in 2018 we saw slight reduction of 26,000 reported dbis. a 17% reduction. so what prompted the spike to begin with? there's been harsher consequences which have been ledge -- legislated and there's less than 90% chance you'll be caught. the criminals are long the lines of credit card fraud. it's not 100% preventible but we can take steps to curb it. we want to make the lots less appealing to thieves and have them move along. this table provided by partners demonstrate the trends city wide and this is important data point for us as it highlight the months where vbis are more prevalent and as you can see the spike during the months where we generally see more visitors and tourists in the cities. specifically to our facilities. you can see the vbi downward trend over the past two years and this is the kickoff of our operating philosophy when

they required us during construction to provide a variance to satisfy dbi. so we had a variance, a technical variance but we provided a rear yard and to rear yard is provided here as i note there. tha very important point was mae by their attorney and talked about the relationship between the existing historic building and the proposed building and they basically said, hey, h that was important for us. we pushed our building to that side and provided no rear yard or no side yard and sacrificed the neighbor for themselves. so the exclusive use garden area is between the same owner. and they basically took the rear yard and said, let's put it in the side yard because it gives a greater setback. of course, another solution would be to provide the respiratoried setback to provide a slightly smaller building but they wanted to maximize the envelope and said, let's just take the rear yard and put it in the side yard and pretend like we met the requirement. so i think they made our point a bit in this and how the deal was cut. >> i think another point of confusion,

i also want to thank the department, planning and dbi working closely with a lot of the inspectors that spoke here today. how frustrated they are doing their jobs, it's very difficult. sometimes this code does not allow them to do it. it puts them in bad positions. i think everybody, at this stage, is a little bit, we been doing this for many years, i'm a little thick skin here, it does hurt me when contractors are blamed for everything, okay? we are an important part to this family of how we are going to get this housing crisis fixed. i think it is important, what i would like to complement particularly supervisor peskin and mr. lee today for starting the conversation. i think supervisor peskin coming out here, using the terms that we might've bitten off more than we can chew right now, tells me a lot that this is a first draft in which a lot of work has to be done. today, i would call this therapy, which we haven't had in quite a long time in our community. from all sides. i think it's very healthy and i have sat through a few of the sessions over the years, i think i can honestly say

but these are not the things of legislation but the things of whether it's dbi -- i'm not talking about discretionary entitlements but the person who needs to get their health permit. there's a vacant restaurant on the corner of valejo and grant and the person reached out to me and i was calling the health inspector, can you get there this week? that shouldn't be the job of a lelegislator. there's no amount of legislation that will make them permitting these in tandem and if tha if ay pay full straight, then there should be no shortage of staff to do that, but the reality is, those staff do the most lucrative projects first. so they're busy processing huge downtown office developments, instead of dealing with 85%, which are in small business and they're not in the central and financial districts south of market and i wanted to set that right. i think that, as i said, in the beginning, i want to sincerely thank supervisor brown and her staff for working with her staff and my staff over what was the original staff as to what was just introduced now. i think that was really very good work
