michelle: both of these states are trying to address the mandate by the democratic national committee, than any state offering a caucus, as opposed to a primary, needs to find a way to open it up to more participation. there have been long-standing concerns about the caucus system , where requires people to turn up at a certain day at a certain time. then it takes an hour more to express their preference for the president. there's been a shift in the primary to get the vote. so the dnc this year is asking any state sticking with the caucus system, to find a way to offer remote participation. so iowa and nevada, the two early caucus states, they were both considering going with some kind of virtual online app-based option. but both have decided to stick with the old school technology and to do a vote by phone. they're still offering the traditional caucus meetings, but this is a new additional way that people can affect their preference february. host: how did they know that the person on the phone is who they say they are, and not trying to spook the system? -- spoof the system? >> th
