unfortunately, the market does not produce housing for middle income housings -- houses. we are also -- we don't see funding sources to meet the need for building middle income housing. the city is a critical source of funding. we provide a critical source of funding for building middle income housing. providing first-time homeownership opportunities for low income households to be able to purchase a home and stay in san francisco. we have an affordability gap in the bond would be helping with that. the $30 million for the middle income housing category would go towards the creation of new affordable housing opportunities for middle income households with assistance loans, purchases for building or land for new construction that would serve middle income households. we would prioritize down payment systems, loans for first-time homebuyers and also we have a teacher next door grant program that serves the san francisco unified school district educators. this would be serving households between the 80-175% and 200% of the ami. this new category of funding under the bond is

the amount of affordable housing is dependent on a toward their housing elements, regional housing needs allocations arena. this bill is applicable statewide. with the only section being those jurisdictions that are already meeting the arena goals. the bill contained two programs, one for jurisdictions that were under producing in the above moderate income category which is 120% ami and above. which is under 80% ami. for those producing, under producing above moderate income housing. a minimum of 10% of the units must be restricted as as affordable. for those under producing in low income housing, a minimum of 50% of the units must be restricted as affordable to take advantage of the benefits of sb-35. san francisco is exceeding our minimum target but is not for low income production. therefore the second program is applicable to san francisco. what is sb-35 in one of the benefits, first and foremost, first there is no discretionary entitlements. this can ten years conditional use authorization. last, there is a timelines for review. there is 60-90 days for completeness and eligibility d

senior housing. this upcoming housing bond is trying to change that with $150 million, dedicated to affordable senior housing projects. this is the first and it came about because of the working group that focused on senior housing. however, the other piece that we were not able to address in the bond is that when we build affordable senior housing, the units are still not affordable to many seniors on fixed incomes. many seniors are surviving on fixed incomes, with social security or s.s.i., yet the most -- yet the most affordable housing units are riced at 50% of a.m.i. one person -- what that means is roughly $41,450. seniors make up to three times less than this on their fixed incomes. so they could be making between $12,000 or $24,000 a year on fixed income. this situation is untenable, as more of our residents are retiring and relying on fixed incomes themselves. seniors, who are housing insecure, can spend up to 150% of their income on rent. this is not a burden anyone should have to bear, esp
