we have had strains developed with colleagues in the planning commission where the building inspection department and by extension this commission's confidence or integrity have been questioned. this has to stop. we need away forward where we are working closely with commission colleagues and respective staffs to uncover the source of these problems and develop remedies required to fix them. to this end, i recommend we schedule a joint planning commission meeting to review all major cases which have brought attention to failures in both our systems and the course forward on these to ensure they are now properly monitored and recommend des strictly enforced. we need to do this because systematic failures can be exploited again and again. we should not be naive to think these were the only instances of wrongdoing. we share the goal of making bad actors and making it hard for those following the rules. we need to know that we are addressing them firmly but consistently and fairly. i ask we set up such a joint building, planning meeting at the earliest possible date to explore these issues

this was adopted by the building commission and published in july of this year. once it is published, a local authority, which for us is san francisco for the city and county of san francisco, we have six months to add our amendments to that code. that code will go into effect in 2019 fire code will become the 2019 san francisco fire code in january of 2020. as the local authority we can add, be more restrictive, not less restrictive. we can address unique challenges to our local jurisdiction based on topography, geology, climate and density is part of that. that is the basis of putting forward these amendments. as i mentioned captain coughlin was appointed to lead. we took in suggestions from members and produced a draft document and brought the senior team of fire prevention together, we went through the draft, cleaned it up, put forward recommendation to the chief of the department. met with the chief of the department and so our final proposed draft was then forwarded to the city attorney's office. i would like to acknowledge sarah crowley who cleaned up the

the reasons that the planning commission had taken action on this, part was the concerns about the tenants and the loss of the affordable rental housing that this building represents. also the scale and character of the proposed vertical addition and the fact that that proposed unit there would not be affordable by the commission standards. so for those reasons, the commission denied it. but they have come forward with now a revised project. again, to reiterate, step back again, through the course of the permitting process, the planning department reviewed this and found it to be needing a rear yard variance, compliant with the guidelines, so when it went to the planning commission it had recommendation of approval from staff, but the planning commission reviewing it found that it was not appropriate. and did not comply with residential guidelines, in particular, that vertical addition, and had concerns about the loss of affordable housing that the project represented and the prioritization of parking over the housing because the parking is going where the unit is currently located and it would obliterate that unit and that was one of the concerns. my u
