joining me now, chris swecker, the former assistant fbi director. if you can, take us through why blaming this on some low level action isn't right and isn't accurate? >> yeah, sounds like someone is in foul p.r. mode here trying to mitigate the damage. the fisa process goes through three systems of review. starts at the field level and the evidence is being developed, goes through the field hierarchy. then they go to headquarters and a level of review there. that's when the lawyers at headquarters kick in. that's probably where this later came into the picture. reviewing for legal sufficiency, reviewing for compliance with all laws, rules and regulations is a very important part of the review. it's a critical part of the review and can't go across the street to the justice department until that lawyer signs off on that fisa along with everybody up to the director of the fbi. so this is a critical part of the review that takes place. no one can argue that knows anything about the fbi that this is some meaningless low level player. having said that,

chris swecker in just a moment. chris, you are joining us now. chris, thank you.st let us know the involvement of the f.b.i. now that we know the f.b.i. has said we're here to help but we've seen mexico's resistance for that. what needs to happen and how should the two countries work together on this? >> well, the first thing you have to know is mexico is a very violent country. has been ever since drug trafficking routes changed from south florida to mexico when i was an agent working in both places during my time in the f.b.i. so you have a government that is an enabler of the cartels. they'll cooperate only to the extent they're allowed to incorporate. they're either intimidated or compromise. these sect members were residing in that area basically as guests of the cartel. they were tolerated. they were also an irritant to the cartel. there is not a chance in the world this was random or this was some crossfire situation. so the f.b.i. has jurisdiction in any case extra territorial when u.s. citizens are killed abroad or in a foreign country. they have to have
