they use their wrong standard when they should have used hud housing a fort ability numbers based theyused the federal poverty level. that's wrong standard. if you used it the right standard that would result in 80% of households being qualified as lower income. the city wrongly claimed that treasure island driver spend more on transportation than average san francisco drivers. claiming $9,000 versus $7,000 a year ignoring the fact that median san francisco households have more than twice as much income. the correct expense numbers are roughly $7,000 a year for treasure island households and $11,000 a year for san francisco households. these are numbers three years ago. this is a 2016 study. census data show that the population is with a 53% poverty rate. the study did not cover justice for low income and minority communities which requires federal agencies to consider environmental justice in all programs, policies and activities. director chang did answer that question that the environmental justice report will be done. i look forward to seeing it, and reading it when it is available
