that's been the debate surrounding the city's newest navigation center, currently under instruction atet. you can see it here on this map not far from oracle park and chase center. more than a homeless shelter, navigation centers are designed as one stop shops with the explicit goal of getting people off the streets after a few months. abc7 news reporter, lyanne melendez joins us live with the legal battle. >> reporter: well, you know, if you ask the city attorney he will say that he's confident that this fight is over, but residents here say they're not ready to give up yet. crews were working quickly to meet the proposed deadline of mid-december. that's when this highly controversial navigation center on the embarcadero is set to open. about 200 homeless people will take up residency here. that's unless neighbors opposed to the center can pull off an 11th hour stay. >> some of the steps that could be taken could be taken pretty quickly, so again, it's not over until it's over, and it's not over. we could move for a new trial, we could appeal. >> the group called safe embarcadero has

four years of living on the streets eureka miles finally felt hopeful when counselors at the navigation center in berkeley found her permanent housing. >> they were going to pay our rent for six months, which is plenty of time for somebody to go back to work and get on their feet. >> reporter: but when she got to that address in richmond, her hope faded. her permanent home was this garage. >> so every time i got to go to the bathroom or cook breakfast or dinner or anything, i got to go in, unlock the door. >> reporter: her rent was $1,500 a month paid for with public money awarded to the nonprofit that runs berkeley's navigation center, bay area community services or bacs. when eureka complained, a building department inspector came out and found no access to a restroom, black mold, nails sticking out of the walls, no electrical and a rat infestation. the garage was ordered shut down and she's now back on the streets. >> i think it's horrible. it's all -- that is not right. that is not right. i mean what is therwas billions of dollars donated to get us off the street, to get us permanent housi
