take the van ness corridor. you don't give a damn how many businesses left the city and county of san francisco. and you don't give a damn that many of those businesses were there for 25, 30 years. now we were there and the chair has made a statement about he knows and he saw what transpired when the first time around they worked on market street. and at that time the department of transportation paid the businesses some money. they did not do this with 3rd street. now back to market street. go on market street and go on -- going in the area of union square and see how many businesses now are closed. it doesn't even feel like christmas. in union square there are businesses that are closed. now i believe in needs assessment from engineers. not having some people forming committees and let's talk about this, that and the other. [bell dings] engineers -- we are so stupid on van ness, that for every one day we work, three days we do not work. and it took somebody one and a half years to find out, oh, how to mix this

nonplus ultraoperates the building that supervisor haney mentioned at 10 van ness street. it is a very cool, old building in san francisco that is entitled or in the process of being entitled for development. rather than it sitting empty, we were able to coordinate some fun events to subsidize the community. this legislation goes beyond just this property, but it goes into whole gamut of different things throughout the city and county of san francisco. the process to get a building entitled is a long and somewhat arduous one in the city. and without activation such as parking garages, this legislation will allow for my company, other non-profits, some of the folks that are displaced from san francisco, to get into these development projects and really be able to call that place home for that 3-5 year period if this legislation were to pass. it's a significant community benefit because these spaces would otherwise be empty and have no real access to public. again, i'm in full support. thank you for your time. i hope that we can get this passed. >> thank you. next speaker, p

and the huge increase is because of 49 south van ness. and they were one-time work orders that will be going away. there is a $7.6 million work order that was funding everything from the move to supplies to furniture, all of those things, and that is going owe way. that's onaway. and we're going to be a may 1 department. although there are two-year budgets, every other year d.b.i. and a few other select departments will actually present their budget with the true fixed two-year departments. so instead of us presenting our budget, instead of the mayor presenting the budget on june 1, our budget will be presented on may 1. we will be working with the mayor's office. we expect expenditures to change. a lot of the work orders in particular are not really done at the department level. they will be done based on kind of a formula, and then they'll be updated. >>updated.and so as that happen- although you will approve a budget at the next budget hearing, probably the budget will change somewhat when it goes to may 1. i normally come in and give
