what would you direct your hud secretary to do once in office in order to address the issue of rising housing costs and lack of inventory? >> so, eric, this is a straightforward problem. we have too few affordable housing problems in the united states of america. it's not hard to figure out why prices go up. this is like there's too little supply and too much demand. we need more affordable housing units to the tune of millions. so the real question is how are we going to get them, how are we going to pay for them, and what's the federal government going to do about it. and here's my answer. look, i said we need to rebuild america. yeah, including 7 million affordable housing units. you know, the homeless crisis, which has its center in my home state of california, is the most toxic of this. but we have literally millions and millions too few affordable housing units. and the reason is that the federal government decided that the market would provide. that if we just stepped aside, the market would provide affordable housing. and now we have this gigantic problem, which is it didn't.

so from a recent study we did at leo, we know that hud vouchers have had a significant impact on reducing veterans homelessness. so much on the local policy is driven by federal funding. that will provide their division. a lot of emphasis was put on the rapid rehousing program and so communities are offering rapid rehousing. much of it comes from federal funding. we're just now starting to test these programs. family option study was a great randomized control study to test the effects of rapid zplnchts and the housing subsidies won out. they had a bigger impact on preventing homelessness than rapid rehousing. but we're just now starting to test this for different groups and in different communities to really understand where should we put these scarce dollars to make an impact? if you ask them what they care about, what with can we do to make a difference in homelessness. >> i agree. let me open it up to the audience. does anybody have questions for the people or panelists? tell us who you are. >> secretary of innovation group. >> nice to see you again. >> hang on. there's a mic coming a

and if the companies chooses to be compliant with law enforcement, then they hud get the consent of thetime which is what every other company does which is what a hospital does with your medical records. they won't release your medical records just because law enforcement its looking for it. there has to be a hipaa signoff. the companies may need to change their user conditions and ask permission. but if the users say no, i think the companies are doing the right thing by refusing law enforcement's request and the subpoenas should be reviewed. eric: on the other side of this, this is what the aclu says, that police departments are doing this, quote, police department and other law enforcement agencies have begun collecting and permanently storing dna from arrestees and other innocent persons. this represents a great threat to privacy and turns the legal notion that a person is innocent until proven p guilty on its head. how do you think they should solve this? >> well, the bottom line is this, eric. search warrants are not optional. you get a search warrant that's dually issued -- i thi
