history will remember marco rubio, who seemed to acknowledge that the president's actions were likely impeachable, but said it would not be in the nation's best interests to remove him from office. senator lisa murkowski will be remembered for denouncing her own colleagues, saying, quote, i have come to the conclusion that there will be no fair trial in the senate. i don't believe the continuation of this process will change anything. it is sad for me to admit that, as an institution, the congress has failed. madam senator, if it's been a failure, if the institution has failed, it's your failure, no? these senators chose to put their head in the sand rather than hear more evidence against the president, even as new revelations come out every day. like former national security advisor john bolton's account of a meeting in may which trump ordered in which trump ordered bolton to help with his pressure campaign on ukraine, more than two months before trump's july phone call with ukrainian president volodymyr zelensky according to a draft of bolton's book, viewed by "the new york times."

rubio: in a few minutes we're going to vote on a resolution to begin debate on it. what most people would think by reading it is this is a resolution to diminish the chance of war with iran. if this resolution passes, i would argue that even this debate we're having now to some extent potentially increases the chances of war, and i'll explain why in a moment. first, let me start out by saying i don't question the sponsors and people who are in support of this. these are people with a long history who want to concert congressional oversight over the conflict of armed warfare and it's certainly something i respect. the problem is that their intentions and how this -- in how this will be perceived by the audience that it matters most now, and that is the leadership of iran, perception and reality are two different things. what is the perception? i can tell you i went on line to see if anything was written about it. here's what i found. just one headline, that's all i needed. this broadly captures the way it will be talked about in the press and all over the world. here
