leila: that was my colleague doug williams reporting and he is here with me now. is it taking so long to develop a vaccine? doug: we have a lot of fundamental knowledge about how to develop a vaccine from the experiences we have had with coronaviruses before,e, sars and murders. there were -- and mers. there was a lot of knowledge in place. there are bottlenecks in the process that it is impossible to accelerate. you can't make them go any faster. you have to test it in animals. it is not easy to find the animals because not every animal is going to react to the virus in the way we do. that is the first major hurdle. then you have to test it for safety. that is a big step. you don't want to make things worse by developing a product that could cause major problems you inject it into people. safety is important. then you have to test what is calllled efficacy. that means how effective it is against the virus. there are all of these things you have to jump through and get regulatory approval for. in the end you have to produce it. that takes a long time. 18 to 24 mont

pete: doug thank you very much appreciate that breakdown. let's go now for further break down to juan williamsin washington d.c. a friend of ours, juan thanks so much for being here really appreciate it. >> good morning to you, pete. pete: i want to get your reaction first to what's happening on capitol hill the senate bill $2 trillion package, do you like what you see? >> look i think we've got to do something as one country to get our economy back on track after we go through this very terrible time here, it's a very tumultuous time. i think what you're seeing right now is the senate is going to get back in session around 2:00, i think they will have procedural votes around 3:00. i don't think they will get it done today but they will get it done after all of the smaller points are ironed out hopefully monday or early this week at the least, but pete, i'd say that the big difference here is trying to ensure that one, we give small business the reason not to lay off workers, number one and secondly, that there's a difference of opinion about direct payments versus doing things like suring up
