dodd-frank and fannie mae for quite a while before i got on the commission. i had a lot of background on what had been happening in the housing sector, so i was looking for the commission to look into what happened with fannie mae and freddie mac and what role they had played in the housing crisis and ultimately the financial crisis and i found out that the committee was not interested in looking at and to the degree that i tried to interest them i was just told that -- i was given all kinds of signals that that was not something that they were going to do so i decided that i would descent. now my differences with the other republicans came from the fact that my view was that our responsibility on the commission was to make sure that the american people understood what happened in the crisis, that i was outside, i thought, the partisan differences between the republicans and the democrats. i'm afraid the republicans felt that they just would not agree with anything the democrats said and they didn't want to -- they didn't want to invite the bush administratio

first of all, the dodd/frank bill killed about 4,000 community banks in about six years. there was a bipartisan bill done in january of 2018 that modified the most onerous parts of that and saved our community banks and they are the rock stars in this process of the ppp program. they had 800 sba banks were approved under the sba system prior to this, some 5,000 banks made 4.3 million loans and so far put out $520 billion to companies under 500 employees. by the way, 99.8% of that $520 billion went to companies with fewer than 500 employees it did what we wanted to do. 93% of those loans are $350,000 or less. my problem is this, secretary, is that i think we have two levels, one in the bill itself and one that is happening now and what we've done here, is that we've disincentived people to go back to work we have two constituent groups throughout, the military and essential workers, but look at how they've managed their protocols and so forth while they managed through this crisis and it gives me confidence that we can open the economy up the unemployment premium is keepin

banking system is there a cause for concern >> you know, this is another great lesson of '08/ '09 doddank got passed and the fed and occ adopted higher capital standards. i'm competent our banking system is in great shape, probably the best it's ever been in of course the markets are nervous. a credit in this crisis, unlike '08/ '09 will be a lagging indicator and people don't know what that will bring. so that creates uncertainty. i think that there's been tremendous consolidation in the banking industry, which has been healthy, so you've got most of the banking in somewhat larger -- citi national is an example, part of the royal bank of canada, one of the safest banks in the world we're in superb shape. that's true for many banks in the united states. but especially i think ours. i think people are understandably concerned, but i think the banking system will weather this very, very well again, the banking system is a reflection of the economy, which is a good reason -- you know, the things i'm calling for are an insurance policy. maybe i'm wrong. i hope i'm wrong >> yeah. >> we all
