cnn's stephanie elam joins us now with more. this is something to be closely watched around the country. i've heard from parents, a lot of concern, everywhere in the country if schools will reopen. the california state system is huge. how and why do they come to this judgment? >> reporter: it is a really huge system. it is the largest public university system in the country. good morning, jim and poppy. we're talking about the cal state university system which has some 500,000 students and 5 5,000 employees on 23 campuses around the state. they're saying there is no way to have that many students that close together. nearly all of the classes will be virtual come the fall semester. and following suit with that, you have the university of california system which says it is probably not very likely that they will have in person classes in the fall as well. so that's about 280,000 students who would be involved in that system. there are ten universities across the state that fall into that camp. seeing that there are already univer

cnn's stephanie elam is live in los angeles this morning. so stephanie, who is pushing back and county leaders push back, who are the people listening to then, the governor or county officials? >> well that's the thing. there is some confusion about it, there's no doubt about it, jim. one of the counties reopened up some of the businesses is modoc county in the far northeastern corner of the state. it's the county of about 9,000 people, so it's a very, very rural county, and as of now, our last check, they have zero cases of the coronavirus. so as of friday, they were saying they were going to start reopening some of their businesses, their schools, their churches and allowing those to happen, still asking for people that are 65 and older or with underlying conditions to still shelter at home, and they're also asking for people to stay cognizant of those social distancing guidelines, so that's a smaller county doing this, and then you have today, two much larger counties still rather rural but north of sacramento, you've got southern county
