shaquille brewster is in wisconsin for us. what are you hearing and seeing on the ground? expecting to see the same type of folks that we saw in michigan yesterday. >> reporter: well, ayman, it's currently not the scene that you saw in michigan yesterday, the size and scope of that protest. but it is a protest that will be beginning in about two hours, according to the organizers who i spoke with just this morning. the opposition, the reason why these protestors are here, they have signs here, we demand illinois open right now. but what protestors are saying and why they're out here, they say they're out here in opposition to the extension of the stay-at-home order here in this state. under his order, masks must be required now. they're mandatory in any public setting where social distancing cannot take place. there are some restrictions that also are eased at this point. certain retailers that are nonessential businesses can reopen if they provide curbside deliveries, for example, or if they do dropoffs. curbside pickups for folks who want to get their products. you think

nbc's shaquille brewster is in downtown waukesha, wisconsin, just outside milwaukee with more on how that city, that state is reopening. shaq, what are you seeing there in wisconsin this morning? how are people reacting to that supreme court decision there? >> reporter: craig, there's still a lot of confusion with the supreme court decision. that came by surprise to many people. what you're seeing in different parts of the state there are different rules and regulations. we're here in waukesha, for example. there are no restrictions. you don't have any restrictions to bars. the county executive here is suggesting that folks follow what the guidelines are, but it's really up to them what they want to do. while you have dave's restaurant which is fully open and allowing people to come in and sit, you this doughnut shop here, bobby is the owner, and you guys aren't allowing that, not letting people come in and sit down. >> we have two locations. in milwaukee county we can't fully open yet, so it's strictly carryout and pickup only. we don't want to conflict both businesses and people th

nbc news reporter shaquille brewster joins us from a new drive-up testing center on chicago's south side chaq shaq, what are people saying there about the spike in cases? >> reporter: andrea, officials are saying that despite the numbers that you're seeing, much of it has to do with the testing involved, the increase in testing here in the state of illinois. it was weeks ago when they were testing less than 10,000 people every day. now they're averaging about 20,000 people. but local health officials are still warning that the numbers you are seeing are, quote, far, far, far -- that's a quote -- below actual numbers in terms of the infections. so that's why they're prioritizing and emphasizing the testing. this new facility came up this weekend, and they're not only expanding these facilities like the one behind me, but they're also expanding the criteria, the testing criteria. starting this weekend, any frontline or essential worker can go in and get tested, come to a drive-through facility like this one, without payment, without referral, and get tested. that also includes people who h

. >> nbc's shaquille brewster is outside the capital in lansing with the latest.esters telling you? >> these are people who simply want the state back open. you heard the governor there say that these protests have been political in nature. i'll let you see some of the scene behind me. that's generally true when you see the sign there. you see the freedom sign but also signs for president trump. the make america great again signs. behind the camera, anti-abortion signs. you get a sense of the pain that many are feeling and the reasoning of why they are here talking about opening back businesses. i spoke to one person who has family in small business and said that she's experiencing real pain and frustration. she said she was with governor whitmer in the beginning of the stay-at-home order but feels she's been mocked by the governor in her words. i'll tell you across the state there have been 1.7 million people who have filed for unemployment since these orders have been in place. you hear people here mentioning that, mentioning they want their small businesses ope

nbc's shaquille brewster joins us with more from chicago.hey grappling with the coronavirus in its communities where it's been able to have an influence on violence? >> reporter: i spoke to an outreach worker from that organization and he described it as fighting a two-headed dragon, because, yes, as you saw in that video, as they're working with the community to do things like pass out meals, pass out masks and hygiene kits to help stop the impact of the coronavirus and the spread of that virus in the disproportionate impact on that community, they're dealing with the uptick and continuation of gun violence in this city. we learned from police data released in the past couple days that in the month of april, chicago, while they saw a 30% decline in overall crime, so things like burglaries were down to 20-year lows, thabs nt is noe same with shootings. shootings were up in the month of april, 7%. i spoke to the superintendent and a senior director from that community group. listen to how they explain the difficulties of having to combat both
