we will have -- we have the teststing capacity and now we mt find ways to use that capacity to test as many people as we can. 7, we have tested over 154,000 missourians that have been tested for covid-19. of these tests, approximately 90% have tested negative. of the roughly 11,000 positive cases, the vast majority have not been hospitalized and have recovered at home. today, i think we approximate have over 700 people in hospitals in the entire state of missouri. within the next week, our goal is to significantly increase our testing numbers by performing 7500 tests per day. again, it is critical to understand that the more tests we do, the more positive cases there will be. by increasing testing, we can continue to slow the spread by identifying positive patients and isolating them as quickly as possible. today,ting we are doing it seems like every month we are trying to catch our breath on something with how we deal with covid-19. but the more tests we can do today also prepares us more for this fall. the school systems and universities open up, and flu season gets here again, it's

we focus on what we know and the fact that we know, and we make our decisions based on the facts. every morning, we look at the facts. the facts of the day are that the hospitalization rate dropped once again, which is very good news. the total hospitalization rate has dropped. the intubation rate has dropped. the number of new cases per day has dropped down to 572. those are new cases, people who walk in the door of a hospital or people who are in the hospital and test positive. that is down to 572. it has not been that level since we started back march 21. that is welcome news. news, andt welcome this has been heartbreaking every day. deaths, 226 families. and you see how that number has been infuriatingly constant. 226 is where we were five days ago. so, we would like to see that number dropping at a far faster rate than it has been dropping. and these are 226 people who lost their lives, despite everything our health care system could do. that is despite the best hospital care, the best nursing, the best doctors, the best equipment. we know wee people made every effort possibl

we are very pleased with a lot of the data we are seeing. we have increased testing. we have a low rate of positivity. we are down in the 4, 5 percent range state wide even places like broward county and palm beach. they are about 10%. two weeks ago, palm beach was about 18% of all tests coming back positive. robert is down about 10%. miami has gone down. about 10%.is down miami has gone down. the rest of the state numbers are very low. hospital capacity is 40, 50%. we'll see more hospital capacity taken because of the elected procedures. the executive order i did requires they maintain adequate surge capacity if they do have an uptick in covid patients. every hospital knows nobody knows exactly what is going to happen. some of the other states that have gone before we have went two weeks ago, you have not seen big surges. obviously, we have to plan for whenever eventualities happen. hadnd large, we have outstanding hospital capacity throughout this whole time. i know a lot of people were very hard for that. i'm happy to take some questions. >> looking at the connect

we do all the testing. we do the isolation. every time we have had an outbreak in a nursing home, we have taken quick action that minimized the spread. it is still a challenge because they are the most vulnerable age group. we have had the number of deaths in there. we are looking at ways to improve the. we're looking at the possibility in theing everyone nursing home staff. we are looking at ways to do that to ensure the safety of the residents and make sure it does not get spread any further. st: our line for arkansans, (202) 748-8002 appeared and other vulnerable group, those in prisons across the state could what have you thought out so far? guest: we have had in outbreak at the maximum security -- in outbreak at the maximum security facility. we had one at the federal facility in forrest city. this results in 300 and each facility or more have tested positive. we immediately segregate the populations. those that test positive. those that test negative. we make sure there is not cross-contamination in that environment. that

that's what we saw in china, that's what we saw in italy, that's what we saw in new york. so we have to be cautious as well as optimistic and hopeful that the work that we're doing now in terms of wearing masks, in terms of the social distancing, that that really needs to continue for us to be able to live together and also to live with the fact that the virus is in our community and will continue to be in the community for the foreseeable future. so far we are -- the gain is going relatively well but we're only in the second inning of a long game. this is a situation that is going to last for probably 18 to 24 months. a vaccine is still a ways off. we saw hopeful news today but even the most optimistic experts think that vaccines will probably be at least 12 to 18 months off. so maybe i could just -- mayor, could i just show some of the -- i want to show a curve because we have talked a lot about flattening the curve. and i just want us to -- i'd like to show the curve that i look at when we're talking about that. so this is -- this is our slide of people with the hospita

we need to make sure we slow the spread we don't have the healthcare system overwhelmed and now we are starting to lose restrictions it is our guiding principle that we will do it slowly and cautiously to preserve the health care system so everybody who needs that bed or ventilator can have access when they needed. we've done a very successfully so far. >> so when it comes to restrictions is a hospital bed capacity versus increased number of cases? different metrics and decision-making nobody talked about cases or deaths and that's the variable that changes. we would expect to find more cases who you are testing and where you are testing we had limited testing capability. guess what they test at a higher rate with symptoms. and those expanding to healthcare workers and food processors and people who are 65 and older if they are asymptomatic to still positive rate is dropping. so it does seem kind of natural. so that's not a good one to look at but hospitals they go to the hospital and they feel sick it doesn't matter if they test positive or negative if they feel like they need you to

we get the requested amount that we need to make sure we can have this going forward into the future. >> to expand the tax credit for carbon capture utilization for storage of related carbon dioxide. this was raised yesterday at lunch with the president and a number of members in the united states senate. the department supported the irs as it developed the proposed rulemaking. i support that and continue to urge them to release the ball making as soon as possible. we took it to the president yesterday. can you talk about the importance of large-scale carbon capture utilization and storage for the united states? >> thank you, senator. this has been a top priority of our department to work with treasury and the irs to try to get these rules followed up on congress enacting. the reason congress extended the tax benefits tax credit for the carbon capture utilization and its technologies to take some the cost of the technologies to put them on existing units to help eliminate some of the carbon emissions that we have. we have the facilities whether it is power generation, manufacturing, r

do that if we have to, but we hope we don't have to. as far as our crime statistics, i want to go into our week-to-week, which i have reported on consistently, and also our year-over-year crime statistics. overall the news is good, a 22.5 decrease in part one violent crimes over this past week, that means 16 fewer violent crimes. in terms of property crime, we had a 33.6 decrease in property crimes which equates to 186 fewer crimes for a total, part one, or serious crimes, that decrease was 32%. this is the week over the prior week. and that equates to 202 fewer crimes than the prior week. as far as our year-to-date crime statistics, we are at an 8.6 crime decrease in part one violent crime which is 166 crimes fewer than this time last year. property crime we're at a 13% decrease in property crime which equates to 2,125 fewer property crimes over this time last year. and our total part one crime decrease is at 12.4%, which equates to 2,291 fewer crimes than this time 2019. i will say, though, although we are pleased to have a decrease i

track and trace early so we identify the patients early and everybody that we identify as positive we take them through regular system health screening so we when you are identified as positive we will. check your blood we will give you an x. ray and we will make sure that you stay healthy throughout your isolation period in our facilities. at the minute you deteriorate or we see science that you are potentially at risk we will start you on a number of medication protocols and this way we prevent that you deteriorate to the point of reaching the i.c.u. and then in the i.c.u. should you reach there is you we have a very very strong team in the i.c.u. our health care system is very strong thanks to his highness who has emphasized over the last few years on building a very strong health care system we have enough resilience in our health care system to take a very large load so we are fine with it comes the health care system we have actually built up a capacity to have 700 i.c.u. beds fully equipped with ventilators and. fully staffed. if you need to be one of the things that we've done
