first, nbc's erin mclaughlin is in the country's hot spot in phoenix, arizona. good morning, erin. >> reporter: good morning, hoda. nationwide, the numbers are staggering. more than 2 million confirmed cases. over 113,000 deaths. here in arizona, the number of cases skyrocketing. so much so, that public health officials are warning hospitals such as this one to prepare for a crisis situation. this morning, across the country, growing alarm over new spikes in virus cases. two weeks after memorial day weekend, when many ventured out in crowds. 21 states now seeing an increase in cases in the last week. in florida and new mexico, cases up over 40%. in arkansas and utah, which never had statewide stay at home orders, cases up over 60%. on wednesday, former utah governor jon huntsman, who is running for re-election, announced he's tested positive. >> the symptoms that i've been feeling for the last couple of days are, in fact, what i suspected they were. >> reporter: since memorial day, there have been spikes in hospitalizations, too, from the carolinas to arizona, w

is this jeff rosen, professor of law at the george washington law school along with us danielle mclaughlinf "the federalist society." welcome to both of you. thank you for being here. jeff, let me start with the obamacare situation. this is a weird one for the administration because there are state cases against the federal government on obamacare that the administration has joined, which is just weird. right. an administration joining a case against its own policies. again policies. the president struggled with this before he was president. he said i'm going to repeal and replace obamacare and it's never succeeded. >> that's absolutely right. it's not the first time that the administration has sided with state attorneys general, but, as you say, previous efforts to repeal obamacare has failed. it's really significant that the long-time career solicitor general did not sign the trump administration's brief in this case, ingesting his disapproval. with a couple months left before the election, it's a last attempt, but a mark of the determination of the president and his base to repeal this

nbc correspondent sam brock joining us from miami beach, florida, and erin mclaughlin at manhattan beach, california. sam, beaches in south florida are closing but not in central florida. how did that work? >> reporter: so andrea, good afternoon, it's basically been consensus in south florida that this is the right thing to do. miami-dade county's mayor announced they were going to close all the beaches down here and the rest of the local counties fell right into line with that, whether it's monroe county which has the florida keys, broward county, palm beach county, so you don't have a situation where people are flocking from one beach, 35 or 40 minutes to another one. central florida, volusia county, where daytona beach is, they're staying open. and only about an hour or two hours west to collier county on the other side of the state, they're staying home. you end up with a situation where it's kind of like whack-a-mole, where people can just move where the beaches are open. public concern is heightened on this. volusia county plans to use drones to try to prevent people from breaking

. >> that was msnbc's erin mclaughlin. joining us is a political analyst and host of the rashard richie show. thank you for being here. you saw this video. what is your assessment of exactly what took place there? where did it all go wrong? >> it went wrong because they decided to kill a man that should be alive. yes, there was an interaction. there was a fight and this is why police are trained to deal with situations like this. however, this could not, this should not, excuse me, have ended in lethal force. mr. brooks was intoxicated. he was being arrested for being intoxicated, and he decided to flee. well, he grabbed a taser. a taser, by definition, is not lethal. as a matter of fact, it is so non-lethal that officers who are trained, officers who go through the academy, they actually have to be tased themselves in order to be taser certified. if you are carrying a taser as a cop, nine times out of ten you had to go through a tasing yourself. and it is not considered lethal. so why is it that one cop said, okay, i need

nbc's aaron mclaughlin in manhattan beach for us who will be with me this hour to put a spotlight on california throughout this program. dr. vind gupta, msnbc medical contributor and former missouri senator claire mccaskill and msnbc political analyst, great to have all three of you with us. erin, we put the spotlight on california, one of the 16 states now reversing or pause something reopenings amid rising infection rates, including beaches in l.a. county. give us a quick situational read on the ground there, what is going on? >> reporter: well, officials here in l.a. county taking the drastic measure, ayman, to effectively cancel fourth of july celebrations for the weekend. this and other beaches across the county will be closed, fireworks prohibited as authorities try and get the situation here under control. the numbers are not looking good across the state. here in l.a. county, the mayor pointing to six out of seven metrics he says are moving in the wrong direction. the death rate is holding but that's a delayed lagging indicator in all of this when it comes to the fight of cov

i want to go first to erin mclaughlin outside city hall in l.a. erin, the entire county is now under a state of emergency, and they were already observing a modified shelter in place order. what is going on? >> well, at this point, stephanie, it's relatively peaceful here in downtown los angeles. just over that way is the city hall. standing guard is the national guard as well as police officers. national guard have not been deployed to los angeles since the l.a. riots in 1992. the police officers telling me that they have been on duty here since 4:00 p.m. yesterday. that gives you a sense of just how stretched security has been here in the l.a. area considering the violence that we've seen sweep through this area of the city as well as long beach, santa monica and san diego. that's just southern california. looting and rioting. and we're starting to see similarities in the violence as well. what begins as a peaceful protest. protesters out there to take a stand against the police to have their voices heard. outraged at the death of george floyd.

us now is nbc news political reporter vaughn hillyard in phoenix and nbc news correspondent erin mclaughlin in manhattan beach, california. vaughn, let me begin with you. walk us through what's closing arizona, and do we know why the governor stopped short of mandating a full stay-at-home policy? >> ayman, there frankly had to be a reckoning at some point here in this state from the executive tower of the governor here. behind us. and that happened yesterday. it was may 15th when the state let its stay-at-home order expire and restaurants and retail, those waterparks opened. it was even planned that schools would begin opening just two weeks from now in july but finally, after record hospitalizations, record icu beds in use, finally it got to the point where the state was so close to being overwhelmed that the governor had to take action. and that's what he did yesterday afternoon. by signing those executive orders of pushing the school year back into august, closing down these various establishments. but i had the chance to ask the governor the question, you know, why not go for essentiall
