costa, national political reporter for "the washington post" and msnbc news political analyst, annie carneym the "new york times" and dr. orrin redlenner, an nbc news public health analyst. robert, what can you tell us about this possible effort by the white house to block funds that states that the cdc desperately needs right now. what's the thinking? >> there are conservatives inside of the white house, like larry kudlow, the president's top economic adviser, who are trying to hold the line at this point in negotiations and push for what the policy its yell they have long sought, a payroll tax cut. at this point it n's not clear that's going to happen. it also important to remember that at this stage the white house, president donald trump, they're not the only players. you also have leader mcconnell with many wary republicans in the senate who want to make sure they hold the line for their own priorities, they're negotiating with the treasury secretary, with the white house and with democrats. >> so, annie, there's new polling that shows americans approve less and less of the president's
