cnn correspondent, dana bash, and political correspondent abby phillip.know, there was obviously some awkward moments and stuff. but overall, itse was an effecte convention, i think you could say. high-profile speakers. pretty cohesive themes. are you surprised we don't know more about what the rnc will entail? >> let me say, so effective that i got a text from a top democratic official saying they don't know that they'll ever go back to the way it traditionally has been done because they packed so much in, given this kind of format. it's not a surprise that we don't know that much about the republicans' convention because it's been such a mess. and that is an understatement because the president refused to kind of admit the reality that joe biden and his campaign saw coming, months ago, which is why they had a very long runway to plan what they planned. up until, what, last month, i think maybe even more recently, the president was still insisting that there would be a live portion of his convention in jacksonville, florida. and so, that got scrapped. an

let's bring in political correspondent dana bash with political correspondent abby phillip. biden and harris are keeping relentless focus on coronavirus pandemic during these early days on the campaign trail together. this looks like their message heading into the fall. >> why wouldn't it be? it's the only thing that matters right now, because it has so many tentacles into people's lives, whether it is their kids' education or their job or going -- being able to go to the store or watching sports. i mean, you name it, it affects everybody in this country. the fact of the matter is, it has been a bumpy ride to say the least for the president and his team. if you are somebody like joe biden who has decades of experience in government, including being in the administration during a time where they had the threat of a virus to go -- to be like we're seeing now potentially, and i'm talking about the ebolavirus, why wouldn't you use that as a contrast to show voters this is what you have and this is what you can get. anything else would make no sense politically. >> abby phillip,

i want to bring in cnn's abby phillip into this conversation. because, abby, let me start with you.ted that the postal service can handle the volume of mail-in ballots for this election even though it's anticipated it could be up to 50% of the ballots cast this election season. it was 25 in 2016, 25%. did he put democrats' questions and concerns to rest? >> no. i really don't think that he did. he declined to explain why he was willing to accept the delays that he acknowledged existed that came as a result of these operational changes that he made since becoming postmaster general. and for democrats, that's part of the problem. it's not just can the post office manage to handle this mail. it is also at what speed. and i think there are still concerns about whether these changes are producing delays that could have an impact on the election. you saw one lawmaker pushing him to say, well, can you commit that 95% of the election mail will be delivered in sort of a first-class time frame, one to three days. he did say yes. but as pam pointed out, that's not what the postal service elect

>> bring in laura coates also abby phillips. laura, jacob blake's leg is shackled to his hospital bed, paralyzed from the waist down. is that common? why would that be necessary? and -- >> it's not necessary. >> has he been charged with anything? >> we're unaware he is charged with crime. the idea that somebody would be shackled when he is the victim of police violence and seven bullets to the back and this is all too common in the american justice system. you have pregnant women incarcerated who give birth while shackled, while delivering and after giving birth because it's really an observe reminder they're trying to make, they transform somebody from a victim to a villain and displaces our empathy in a way that makes you say maybe i should doubt this person's story, maybe i should doubt the reason that jacob blake was actually shot, maybe i should consider the police officers to have been heroic in some way, if this person is shackled but meanwhile the person who actually killed two people at the peaceful, otherwise peaceful

but what did you make of all this, abby? >> yeah.eartwrenching because those are 20,000 americans who are dead. but i also think that you can see the president's frustration with all of this. interesting that he says michelle obama was in over her head when we all recall four years ago when his wife the current first lady plagiarized part of michelle obama's speech at their inauguration copied even down to the inauguration cake. so there is that. but obviously this is what we're going to get when we get such an extraordinary speech from a former first lady. as you pointed out last night after we heard this, it is incredible to hear a former first lady saying these kinds of things about a sitting united states president. but it's reflective of michelle obama just being so incredibly frustrating. i have been listening to her on her podcast talking about her feelings over this summer, about her feelings about how president trump has responded to this coronavirus crisis. she is angry and she is frustrated. you saw it and heard it in that

we're covering it all with our political team jake tapper, dana bash and abby phillip.y are here. jake, what more can you tell us about the president's roll tonight? >> wolf, frankly, i have never seen any president so blatantly use and some will no doubt argue misuse the power of his office, article two powers under the constitution for naked political purposes. tonight the president will issue a pardon for a convicted bank robber. ponder is a worthy candidate for a pardon. he helps former prisoners reemerge in the world and turned his life around. he was pardoned earlier this year by the state of nevada but for the president to do so as part of a political convention is highly unusual, if not completely inappropriate. same with the president's other surprise tonight. he's going to provide over a naturalization ceremony for new citizens. this is a president accused of demonizing immigrants undocumented and legal since he began his campaign. now to reiterate, these are worthy actions part of his presidential powers but it cheapens them to make them convention stunts. it

so it is completely mixed up, abby. >> yeah, i mean, it was a speech that had he not just introduced himself as mike pence, he was speaking in his capacity effectively as secretary of state, but i was -- i'm sorry, mike pompeo. but i would also say, i found that speech to kind of fall flat in a lot of ways. maybe it was the delivery. but for all of the effort being placed to put him in that particular place, the content was not particularly compelling. there were other speeches tonight that i think were compelling. but just before he spoke was the attorney general of can kentucky daniel cameron. >> powerful, powerful. absolutely. >> a black attorney general and a rising star in the party, a protege of senator majority leader mitch mcconnell. he does something important for republicans, he went after weaknesses for joe biden. these comments about if you don't vote for me, you are ain't black. the other comments about whether black voters are a monolythic voting block, that was important for someone to do, and he was the one to do it. and i thought he made a powerful case, you know, he

what's happening here, abby, and what's going to be done about it? >> well, jim, the developments are accelerating very quickly but i will say that these developments with these sorting machines are setting off alarm bells within the postal service and in washington. we have learned this week that 671 of the machines that are for high volume processing are being slated for reductions, beginning back in june. postal workers say while the postal service said they're being reallocated across the system, they are seeing them being dismantled and it's not clear what is happening with the machines. this is coming amid restructures and making the cost -- now they have a new head, a top rnc donor, a top ally of the president leading the postal service. and in a letter to postal service workers just yesterday, dejoy acknowledged there were some quote unintended consequences of these changes that is reductions in the speed in which the mail is being delivered all across the country. and we are also learning that last week, right before dejoy met with house spe
