with me now former secretary of education under president obama arne duncan. duncan, nice to see you again. welcome back. >> good afternoon. thanks for having me. >> you used to run one of the districts opening online today, chicago. so what do you make of the decision of so many districts who just have to open remotely? >> they have to do what they had to do, brooke. schools cannot open physically if it's not safe to do so and no one wants to be teaching virtually. kids don't want it. teachers don't want it. parents don't want it, but as a country, because of the absence of leadership and the failure of leadership we're in this terrible predicament where school districts have had no choice, but to go virtually. my daughter started virtually last week and my son started virtually today. it's not what anybody wants. >> the trump administration has left it up to the local officials to make these tough choices. if you were back in your old job, what would a federal response for schools have looked like? >> yeah. we think about that all of the time and it's just

joining our conversation is former secretary of education, arne duncan. john heilemann remains with us. mr. secretary, i follow this more closely than i follow the presidential election, to be totally honest. and i guess my question for you is, is this worth a try? and is this something that without testing is still a crapshoot? >> well, new york is working extraordinarily hard and as you said, our positivity rates are very, very low there. part of their plan is to do testing and to be clear, our testing is just one part of this. then you have to do contact tracing. you have to do quarantine and isolation. the l.a. school district is very, very ambitious in trying to do this across the district. and i think new york could learn some things from l.a. so people are working as hard as they can, as thoughtfully as they can. i guess what makes me so angry, i'm so furious is that we're fighting this war against a pandemic, against a virus, and our commander in chief is weak. he's inept. he's scared of this thing and he's a coward. we have 15,000 school district
