director wray. dir. wray: good morning, chairman johnson, ranking member peters and members of the committee. i am honored to be here today on behalf of the men and women of the fbi to discuss our nation's top threats from the fbi's perspective and what we're doing threats.e those i know we all share the same concerns about topics ranging from international and domestic torism, to cybersecurity, the violence in our streets and particularly this year, to the threat of foreign influence in our elections to name a few. i look forward to updating you on these and other important topics. but i would like to begin recovering a few items that have been top of mind for us at the fbi over the past few weeks. first, terrorism remains the fbi's top party, though the nature of the threat has evolved significantly since 9/11. we are vigilant in our efforts to prevent attacks from groups like al qaeda and isis. those groups pose a threat not just americans overseas but also here at home, most notably by those we call

wray and mr. miller that i appreciate you understand your obligation to show up when the committee requests your appearance as opposed to the empty chair gnat is there. and let me ask mr. wray is there a -- so with antifa you're saying it's more of an ideology than organized group, you know, which a lot of people, you know, on the other side feel is some organized group. is it an organized group, or is it more just a notion of thought or philosophy with respect to this? because when i hear this, you know, antifa is there or antifa is doing this, i'm still trying to figure out what antifa is. could you enlighten me? >> well, first let me say as i think i said in response to an earlier question antifa is a real thing. it's not a fiction. but it is -- it's not an organization or a structure. we view it more as a -- we understand it to be more of a kind of a movement. or maybe you could call it an ideology. and we certainly have as i've said a number of, and we have had for some time and we've opened

and what wray is doing is he is reflecting what the real intelligence is. the director of national intelligence had said the same thing earlier, had said that russia is trying to defeat joe biden. but, you know, the attorney general is once again acting as donald trump's personal representative and lawyer rather than the people's lawyer. that's been unfortunately the theme of his entire second tenure as attorney general. >> and wray had fascinating testimony on the issue of white supremacy and white supremacist groups and he said despite efforts to say that antifa is the biggest threat in the world right now, wray said no. it's white supremacist groups that are fuelling the most domestic terror and there was a clear distinction on some of the power that the attorney general thinks he has and likes to use and likes to assert. again, i want you to listen to the contrast here. this is william barr who has called some people who work in the justice department preschoolers for their concerns about how he uses his authority. that's what barr has said and the idea

meanwhile, the white house has gone on the attack against fbi director chris wray for not toeing the line on ballots and voter fraud. here is what wray told a senate committee yesterday. >> we have not seen historically any kind of coordinated national voter fraud effort in a major election, whether it's by mail or otherwise. >> this morning donald trump's chief of staff laced into wray. >> with all due respect to director wray, he has a hard time finding emails in his own fbi, let alone figuring out whether there's any kind of voter fraud. >> today joe biden had a lot to say about donald trump's attacks on mail-in ballots and his refusal to commit to an orderly transition when he spoke with our nbc news colleague stephanie ruhle. >> twice now president trump has refused to agree to a peaceful transfer of power if he loses. what are you going to do if you win and he just won't leave? >> this is a typical trump distraction. it's trying to make everybody wonder whether or not the election will be legit and whether or not absentee ballots matter. the whole notion of him talking about th

yes, christopher wray.y is one of the most powerful people here in the us, in the intelligence community, appointed by donald trump and it is about less than 50 days to go before the election. he said, he confirmed, that russia is continuing to try and meddle in the 2020 election. and pointing out, as we heard in the clip, that social media, state media and other proxies are trying to sow and other proxies are trying to sow discord and damagejoe biden‘s and painful is that these are repeated warnings. microsoft earlier this month so there are groups associated with china, russia and iran trying to undermine the election. president trump and several of his top administrative officials are trying to downplay it. they don't want a repeat of 2016, where they can get away from planes that russia had interviewed in the election. and official report that that had happened, that russia had been trying to help trump in 2016, but it was never determined whether it had influenced his victory. it seems russia — russia

the reality is, hallie, intelligence officials tell me and wray made it very clear, russia is the onlyt is actively interfering in the presidential campaign. china has a massive disinformation campaign to promote chinese interests, but they're not in the same category, despite how many times president trump wants to suggest otherwise. the other major issue that trump really didn't like what wray had to say was on the issue of protester violence president trump and to some extent attorney general william barr have been suggesting that antifa is national revolutionary movement that is behind a lot of the protester violence, but wray painted a much more knnuanced a subtle picture he said the violence comes from a lot of different ideological points of view including on the right, and there is and a national movement, a revolutionary movement that is motivating antifa to overthrow the u.s. government. trump did not like that, hallie. >> ken with that live report, thank you. >>> more show coming up, including up next, former member of the white house coronavirus task force, slamming the pre

we have chris wray talking about what we've learn from the intelligence community and saying somethingy that many of the administration's allies have tried to avoid saying directly. that russia is interfering in a direct way that's distinct, different and foepotentially moe dangerous than what any other country is doing the odni had to revise its statements about this because they initially included china and iran in the list china and iran take something measures but not the active measures that we're seeing from the russians here. i think chris wray underscored that you could tell from the questioning that this hearing was incredibly partisan, both sides attempting to get their version and focus on the threats that were perceived from the other ideological side of the spectrum and chris wray not really playing the game, even on antifa, as well. i think this fits in he handled those questions about antifa in a similar way to how he handled these questions about the russian interference, chuck. >> right he seems to follow the facts the way he described the violent -- the violent politi

some of them are around what we watched wray testify to, russian interference some of them are aroundthe role they play in domestic terrorist threats in this country. here's christopher wray on that topic. >> i can tell you that within the domestic terrorism bucket, category as a whole, racially motivated violent extremism is the biggest bucket within that group, with the that bucket people subscribing to white supremacist type ideology is certainly the biggest chunk of that >> so, matt miller, obviously the vice president has access to what the fbi director thinks is the greatest chunk -- white supremacist ideology is the biggest chunk of that. why when the vice president in his convention speech shared his sympathy for a homeland security worker who was killed, why didn't he call out the white supremacist who killed him >> you can look at christopher's wray testimony as a rebuke of what william barr, mike pence and donald trump have said i think a clear contradiction of what the president and attorney general have been saying he said there was clear russian intervention the attorney

. >>> and wray testifies about the national mr. plo testers -- >> i think it's important to understand that, although i do agree that the majority of the people out there protesting, in general across the country, are peaceful protesters. there's no question the biggest number is peaceful protesters. that should not diminish, which i think is the point you're making, from the fact that, even though it might numerically be a smaller group, that's very dangerous activity that that smaller group is engaged in. and that's why the fbi is focussed, as much as your question was, we're focussed on the violence. >> cnn national security correspondent is joining us. he said nor about the threat of domestic terror. >> reporter: terrorism is the biggest threat the country is facing, according to director wray and said they were less concerned about group than they were lone individuals radicalized online. he said the biggest bucket are those motivated by race. they carry out racially-motivated extremism and within that group, the majority are

it's not like chris wray son his own here making it up. it's not like he's saying something we have not heard from formal officials who have been in positions like his and seen this before and before who also know the facts. >> it would be impossible at scale to alter mail-in ballots. you would have to have millions of people grabbing ballots out of mailboxes and changes them. >> there's no anecdotal or historical evidence that suggests that the kind of potential massive fraud or massive abuse has occurred or will occur in the future. >> and by the way, both worked for republican president george w. bush, another powerful republican, a man who spent his entire career trying to give his party the advantage in elections has also spoken out on this. here's what he told me. >> i've been part of republican election day operations for the last four decades looking for that very fraud. so far there has been a few smatterings of fraud, but no widespread fraud. >> trump does not want to hear that, so he's going to torch anybody who contradicts him.

and so is director wray.is message was directly on point and he articulated it perfectly russia is running the same playbook that they did in 2016 and they're doing it in 2020 the one exception, which director wray noted, is there hasn't been the noted electoral system hacking or voter roll hacking that we saw in 2016. i have not seen public reporting of it and he did not articulate it yesterday secondly, the notion around china. china does influence with interference, but they tend to do that overseas look to places like taiwan, australia, new zealand china's efforts are denigrating the u.s. in the context of covid-19 they're focused on huawei and tiktok, the battle over big tech, and trade. across the board around the world china is doing all sorts of influence efforts but they have little interest, really, in the election in november, because it's not entirely clear what they would gain from a biden administration or a trump administration it really doesn't matter they don't have a bridge into the u.s. the

more importantly, you raised the question of chris i wray.e four years from that moment and we're just getting this information now? the answer is chris wray's fbi has slow-walked every piece of evidence of wrongdoing or a mistake that the fb irk made, and it's --fbi made, and it's a shame to the electorate that we're entering the 2020 election, and chris wray hasn't let us seen fully what happened in the 2016 election are. lou: and another way of looking at this regrettably is that it's four years later and the obama administration still has extraordinary influence if not outright power over the permanent bureaucracy, the so-called deep state and is obviously still making use of that influence and power. >> absolutely right, lou. you hit it on the head. the people that are embedded in these agencies have had a long allegiance to the obama/biden/clinton years, and they've been able to use that power. our founding fathers thought it was the ability that americans could fine out what their government's doing. that is no longer the case. you saw

christopher wray, the fbi director, again making that point. and to that topic which i suspect you'll address as you speak to jeremy in this conversation, what was striking is christopher wray said yesterday historically they have not even widespread evidence of voting fraud, with mail-in ballots or otherwise. chief of staff mark meadows was very critical of christopher wray, refusing to say whether the president had confidence in him. he wouldn't say, saying the president has varying degrees in confidence in many of the people who work for him, andrea. >> let's play that christopher wray comment, jeremy, i want to get your reaction to it. >> we have not seen historically any kind of coordinated national voter fraud effort in a major election, whether it's by mail or otherwise. we have seen voter fraud at the local level from time to time. and so my comments should in no way be construed as minimizing how seriously we take our responsibility to investigate such incidents or the potential impact those things could have at the local level, so it'

on capitol hill today, fbi director christopher wray made a number of incredible remarks.rned congress of the radical violence of antifa, but then went on and seemed to be trying to separate himself from both reality and president trump. wray said, incorrectly, that antifa is not an organization, but an ideology. >> we look at antifa as more of aned ideology or a movement than an organization. to be clear, we do have quite a number of properly predicated domestic terrorism investigations into violent anarchist extremists. any number of whom self-identify with the antifa movement. and that's parking lot of this broader group of domestic violence extremists that i'm talking about, but it's just one part of it. we also have the racially-motivated, the militia types and others. lou: extraordinary. wray also made an outrageous claim that white supremacists make up what he called the largest share of racially-motivated terrorists in the united states. wray then was forced to admit to lawmakers that he didn't have any numbers whatsoever to back up that seemingly implausible claim

you asked fbi director wray directly about this issue. were you surprised by his answer? >> no. actually he was really a strong witness today in this hearing on worldwide threats. he was very practical and reasonable and just laid it out in a very straight way, which i really appreciate, as a former national security person myself. i asked him directly, there's this debate about sort of domestic terrorism and whether the rates are up. he confirmed that they were. then i wanted him to say in very plain terms what greatest driver of has domestic driver of terrorism is right now, the number of cases he sees. he was very plain about it. i thought it was important for people to hear it on the committee and hear it in public because it sometimes get distorted. >> yeah. the white house made it very clear president trump does not want that information shared with the public. acting homeland security secretary chad wolf was supposed to attend this hearing but instead he defied a subpoena. the department of homeland security saying because wolf is an acting secretary who should not talk b

chris wray, dr.obert redfield, they're the type of administrations that overlap and neither have seemed to buck tl way that clearly a political appointee would have. >> that's right. and another thing from recent comments is those are things made under oath in congressional testimony, so you have people who are not political, who are testifying under oath to congress, being contradicted by a president who is known for lying, who is known for mistruths, who is known for misstating the reality as he wishes it were, not as it is so when you have him come out against christopher wray and the tweet in which he was doing a lot of work, not this undermining wray but calling into question the election results if he doesn't like what they are and going after dr. redfield and saying his cdc director made a mistake under oath, i think most people who have been following this president are going to be inclined to believe these career officials testifying under oath who do not have a record of lice and mistruths.

is this christopher wray? why is christopher wray still in charge of the fbi when he's overseeing these agents sitting on things? >> his job should be to restore the credibility and integrity of the fbi and the only way to do that is through exposure but the only point i have to make, maria when we finally do get these classified sections un redacted when they become declassified if you look at what information you have and you have to ask yourself a question. what national security interest was at stake here? why was this ever redacted? the answer is almost always because it embarrassed the agency or it embarrassed the powerful person. that is not the reason to classify information. it's surely not the reason to keep the truth from the american public and that's all i've been trying to do is i've been trying to reveal the truth another important point to make. i've been accused of disinformation. there's no russian disinformation in our 87-page report and the press report on it and i'm calling on the press. y
