arwa damon has more from istanbul. what's behind all of this? >> reporter: well, on the one hand, kim, you do have these growing tensions between france and turkey, over turkey's oil explorations and other explorations in the eastern mediterranean, and then over the ongoing fighting in libya. it's not the first time that the two leaders have traded barbs, although this does take the public commentary one step further to a certain degree especially since france has recalled its ambassador to turkey, but one also needs to look at this to a certain degree, a broader context of how the rest of the arab and muslim world have reacted as well. and while no one is condoning that horrific beheading of a french teacher, many are expressing their concerns over france's attitude and response to this, viewing it as being unnecessarily inflammatory, highlighting examples like france is part of the commemorations for the death of that beheaded french teacher, including broadcasting those images of prophet mohammed on some government buildings, as well as this

arwa damon live in istanbul with the breaking details. what have you learned? >> reporter: terrifying as you can imagine for people that were close by who really felt the shock waves from this earthquake shaking entire buildings. there are at least 20 buildings that have been damaged. this is according to the mayor of ismir where it seems as if two main neighborhoods sustained the most damage. you see in some of the images that are coming out on turkish media channels entire buildings that have been completely flattened. we're also hearing that emergency response teams are already on the ground. no reports of casualties just yet, but it is still very early. it's only been about an hour at this stage. if there is any sort of a silver lining to this, that is that turkish emergency response teams are very well-equipped at handling these types of disasters. they are very well-equipped at responding to earthquakes, but just about anyone down there completely and utterly shocked. people running into the streets, screaming, shouting, pure total terror. i spoke to my p

. >> listen to this, cnn senior international correspondent arwa damon joins us from istanbul. wa, how alarmed, how concerned are u.s. officials and do we know where or what group these threats are coming from? >> reporter: we don't know that at this stage, jim. we have asked the u.s. embassy and consulate press officers here if this was somehow related to the more recent strikes that have been taking place by the u.s. in idlib province against al qaeda targets or al qaeda affiliates but they would not comment on that. the only thing they will do is refer us back to the statement that they put out that is urging not just u.s. nationals but all foreigners to exercise caution. what the u.s. has done at this stage is shut down visa services and services for american nationals temporarily suspending them in its embassy and also in all of its consulates. what is a bit more interesting about this particular statement, though, that the u.s. embassy did put out is that it says that they have received these credible reports of potential terrorist attacks and kidnappings against u.s. citi

arwa damon joins us from istanbul. what's this about? >> reporter: we don't exactly know what sparked this but we do know as it would seem from the warning put out that the u.s. is taking it very seriously. they suspended all their visa services as well as all services to american nationals in their embassy and in all consulates in turkey. additionally, the warning when it was put out contained a bit more detail than other warnings in the past have in the sense that it specifically mentions istanbul and also mentions that the threat was against the u.s. console general. now, what the u.s. is telling people to do, again, not just americans but foreign nationals as well, is to be extra vigilant, to avoid crowded areas, especially those that contain foreigners like malls or office areas. the other thing, john, that's significant is that it has been quite some time since we have seen this kind of an alert, a warning being put out. now, we did ask u.s. officials in turkey whether or not this may be linked in some way to an increase in targeti
