three people that don't need reminding that it's not over until it's over, david axelrod, gloria borgerk santorum. he is a senior cnn political commentator. how do you see things unfolding if they are close to 270, they don't have it but he declares himself a winner? >> i think everyone knows history back in 2000. george p. bush declared himself a winner in florida. you grab the real estate and it's harder to take away. that will be his theory. the danger is that people will believe him. his supporters will believe him. when these votes come in from pennsylvania and michigan and wisconsin, if they ultimately atd add up to a defeat for the president, he will leave the impression that he has been cheated out of the presidency. that is a terrible thing for the country. that's my concern. i'm sure the biden campaign will be out there aggressively making their own declarations on election night. the president's supporters will listen to him, will believe him. i think the consequences of that could be very, very bad. >> senator santorum, as a supporter of the president would it be irresponsib

david axelrod and gloria borger, what do you think?f the people said i knew who i was voting for and why we have sort of seen these stable polls for the last month it seems to me. not only nationally where biden is hate 8 to 10 points but also in state polls. we have seen maybe the margins is closed eight about and whether they are accurate or not is the question. it seems people haven't changed their minds so you had the first presidential debate which was when we saw the greatest movement away from donald trump but after that? not much. >> i'm interested in these new voters and in voters who didn't participate in 2016. one of the theories of the trump campaign is that they are going to energize a whole bunch 7 of people who didn't participate in 2016. in polling that hasn't been the case. in the early vote, the data that has been accumulated that hasn't been the case. that has leaned toward biden but a big thing where these voters who didn't vote in 2016 or who voted for third-party candidates break in this election. >> that number f
