atf agent brian parker was particularly frustrated.e the door of the electrical panel had been recovered. the box itself where the bomb had been placed was still missing. >> the most logical place where that remains of that panel was, was in the river that was directly behind where the explosion occurred. >> reporter: so they called in an fbi dive team which spent days mucking through the bottom of the canal next to where the bomb had gone off. agent parker, who had been monitoring the search, had a strange incident as he was leaving one day. >> and all of a sudden the tire went flat. >> reporter: this is what flattened the tire. a homemade spike. >> the spike was constructed of a harvester sickle welded to a two-inch washer. further inspection of the area, we found another one of these spikes. >> almost like a challenge to us. here i am. i'm doing this to you. now come find me. basically, they're coming after the cops. >> investigators may be able to fight back with new ammunition. as they finally turn up scientific evidence on one of

the atf is on the scene around 3.45, which is about an hour and 15 minutes into this.see a man get led away in handcuffs. and what was interesting about him is that his leg was bloodied and he did not have on the shirt and had on no pants less than an hour ago a public information officer stopped by to tell us they were telling people to shelter in place at another scene nearby. we don't know if that's connected to this incident, a lot of people were gathering. you're trying to connect with their loved ones. we know many of the people who are working inside the store were bused away. they were evacuated. many of them did get out safely. but some of the people that have gathered here have not been able to get in touch yet some of their loved ones because they presumed maybe they left their fannie pack with a phone somewhere inside the store. so still a lot of people very concerned out here. a lot of information still needing to be gathered and we will be sure to bring you updates throughout the night. in that immediate area that you're in. i what's happening. i assume e

there are other agencies as we are told of the fbi and atf and local and surrounding agencies who are working with the boulder police department to try to get to the bottom of what happened and what we know about this alleged shooter and about the people who sadly perished in this including one police off officer. moments ago we saw his body taken away. so, again just awaiting everyone to get their acts together. i am not sure how this press conference was called. initially we thought this press conference would be about an hour and our lucy kafanov told us about six minutes and here it is. >> we are going to have three speakers during this press conference. first is the police chief, mary harold and we'll have michael dorothy and we'll have someone from the u.s. attorney office, chief harold. >> first thing i want to say as i want to say our hearts in the community go out to the victims of this horrific incident. we know of ten fatalities at the scene including one of our boulder pd officer by the name of eric tally, who's been on the boulder police department since 2010. he served i

know there is a lot of law enforcement on the scene, including federal authorities like the fbi and atf. let's listen to one eyewitness who was there grocery shopping there today. >> i heard one loud bang. thought somebody just dropped something, an employee or something, and then another. by the third one, everybody was running. we ran to the back of the store and found our way into the employee back of house. some people were kind of running into the pantry. employees were telling people, no, this is the exit. we went out the cargo bay and jumped underneath the loading truck that was there and ran up the back of the hill. >> let's hear from another eyewitness speaking to kmgh. >> going in to get mushrooms and milk. we were separated at first, but i just heard a big bang. i was like that's kind of weird. i don't know if it was a gunshot or whatever, but i was -- it was like probably three seconds before i heard another, just like, bang, bang, bang, bang. i immediately went to her like we got to get out of here. i told her to run. i ended up leaving her, which she really hated. but i we

they did actually also point out that because of how they described it, tremendous support from atf, fbi, and other denver metro agencies, if those agencies hadn't helped respond, we could have seen a higher loss of life. and just to recap all of this began at around possibly 2:30 or so p.m. local time. witnesses inside reported hearing gunshots. the police tweeted, the boulder police tweeted at 2:49 local, alerting residents not to go to this area because of reports of an active shooter. we don't know which agencies responded first, but we know that there is footage of some individuals' motionless bodies outside in the parking lot and inside as well, so perhaps one can deduct that, deduce that this incident began outside before moving inside, but again, that's much too early to have that as concrete information. we are waiting for that second press conference. the d.a. called it a tragedy, multiple victims, again. we do have some reporting to cnn from one senior law enforcement source who told cnn that the weapon used in the shooting was an ar-15 style rifle. that's not something th

several police officers say if it wasn't for the quick reaction of police, of the atf, of the fbi, this could have been far worse. of course leading the charge is that officer that you mentioned, eric talley, 51 years old. 11-year veteran on the force, leaving behind seven children. the oldest 20, the youngest just seven years old. one of the most heartbreaking things we learned is he was training to be a drone pilot, trying to get off the front lines so his family wouldn't have to deal with something like this. the community just waking up to this horror, the tragedy, the abject grief. when i say community, i don't just mean boulder, i mean the metro denver area, which has dealt with shooting after shooting, a legacy of these shootings which span my entire lifetime. most poignant felt here in boulder where police are working to find out more about what happened. >> steve patterson, thanks for that. i want to bring in cedric alexander, the former police chief in dekalb county, georgia. he was a member of president obama's task force on 21st century policing. officials say the investigat

they say those words, but then they do not fund the atf, do not provide more enforcement authority for organizations and agencies to actually ensure that gun dealers abide by the law. on that i agree, and brady has long said that. that me tell you what i disagree with -- basically everything else he said, because it is just not true. this would not create a registry, absolutely not. there is no way for that to happen from this bill. if it did, we were already have one, because the brady law largely accomplishes all of this. this is just visiting -- fixing gaps in the system that have taken place because 27 years have passed and because the designation of the entity that is required to conduct the background checks, back when the bill was passed in 1993, was a federally licensed firearms dealer. the because of the internet and gun shows, we have many entities who are effectively acting that way who are not technically required to conduct checks. he also made the false assertion that is sort of a strange thing to make for a lawmaker and very troubling -- that criminals are just going to

there is the colorado bureau of investigation, atf and various partners from all around the metro jurisdiction. we also had victim advocates from all around the jurisdiction responding to help victims in this case and connect with people impacted by the shooters action on monday. there is a lot of work that remains to be done. this just happened monday. but i will share with you that the investigation is progressing rapidly. all of the agency involved have been working incredibly hard day and night as they will throughout the weekend to ensure that all of the information that can be learned about the shooter, victims, witnesses, king soopers, any connection between all of those becomes known and is available to the prosecution of the offender. i want to highlight everyone including emma hall and her staff for how hard they have been working since that tragedy took place. i thank the other district attorneys around the state of colorado and country who have reached out to offer their assistance. we are grateful for all of the help from here in boulder around around the united states. to the vic

should the bureau of atf have any way in on this issue at all?uld they be defining and trying to redefine what these parts are an art as a way to stop hobbyist from a perfectly legal activity? rep. biggs: if i could weigh in first and you guys can clean up the mess? what they are doing is creating law where there is no legislative authority. that's what the agency is doing. that is strike one. number two, it is a legal activity that you are trying to impose your will, your bureaucratic will. this is the problem with all of washington, d.c. that congress will punt and lay down so the bureaucrats can go out and do what they want. if we as legislators thought there was a problem, that's where it would originate. we should be doing that. there is no problem right here, this is a manufactured crisis so that the bureaucrats can go over and take over. it's one more inroad in violation of the god-given right second amendment.
