let's go to chief business correspondent christine romans. i'm sure everyone now who may have qualified before is listening closely to see if they still qualify. where is the cut-off point? >> they are narrowing and phasing out these benefits here for single people, it's up to $75,000 a year. that's really the same. but then at $80,000, it's completely phased out. so it's sort of narrowing the eligibility here and phasing this out much quicker. and for couples, it's $150,000. same as the house bill but that ends at $160,000. had been $200,000. so this is what you've heard moderate democrats and republicans complain about targeted stimulus checks. i will point out, the stimulus checks are incredibly popular when you look at the polling. people like the idea of getting another one of these checks. especially since we're still down 10 million jobs since the crisis. so there are a lot of folks eyeing those. and it will be targeted. more targeted and more quickly phased out. >> before you go, here's the thing. how do they know how much folks are m

chief business correspondent christine romans joins us now.ittle bit of a wow. >> it is. restaurant reopenings, that's what this report is all about. you have 379,000 jobs added back into the economy in february. i want you to look at that chart there. it shows you the deep hole we're in and how we're trying to climb out. you add 379,000. it's in that chart right there. so we still have a long way to go. still down 9.5 million jobs, the government says, since the crisis began. the unemployment rate fell to a pandemic-era low of 6.2%. but you've got to remember that the fed chief, the treasury secretary, many top economists have said so many people have dropped out of the labor market. that number is closer to 10%. the underemployment rate in this report is 11.1%. so take that 6.2% number with a grain of salt. let's look at sectors. i'm giving you a numbers salad here, john. this 4/5 of this job gain is all bars and restaurants. some hotels as well, but all bars and restaurants here. some retail jobs, manufacturing added some. i think the weath

christine romans here with that. good morning. >> it's now the law of the land. a defining legacy.ral effort to cut poverty in the last century, potentially reducing poverty by a third, child poverty by a half. yes, there are stimulus checks coming. but more importantly, parents get $3,600 for kids 6 and under. essentially a guaranteed income for these families for the rear. these measures mean thousands for families. there's more food stamps. $1,000 a month for a family of four. $300 in jobless benefits and the first $12,200 are tax-free. there's one catch here. the benefits are all tell prairk john. president biden and some democrats are trying to make several of these permanent. >> i can't help but notice the stockmarket has been going up again a lot and the dow is set for another record high. sh this a short-term surge or stimulus or idea of a recovery? >> both of these. wall street has the luxury of looking into the future. the stockmarket has surged to record highs. look at that split screen. wall street has the luxury to bet that president biden's stimulus will super charge

christine romans is here to explain why some relief may be delayed. >> you know, they're juggling then, the $1,400 plans and the rescue plan, including that tax credit. the irs warns payments may not be ready in july as the law required. the agency has to design a new portal to send families monthly checks. this is a significant change for family, instead of a lump sum at tax time. it's a guaranteed income for low income families and the law overhauls and expanded that child tax credit from $2,000 per year per child for as you much as $2600 and monthly checks were supposed to begin in july and run through december. the goal, of course, get money to families right away so they can pay bills instead of wait for a tax refund. the irs is in the middle of the tax filing deadline. it's been extended to monday may 15th. the irs commission says the longer tax season gives the agency a month less time to get ready for that july child tax deadline and delivers the irs direct relief to americans. 90 million stimulus payments alone. 150,000 paper checks. the irs is juggling a lot here. there is a

cnn's correspondent christine romans joins us now. what's the answer?families are looking at many relief, the child tax credit is bigger for families than the stimulus checks. let me break it down for you, $1,400 direct stimulus checks, phasing out for people who earn $80,000 or more. if history is a guide to answer your question, once president biden signs the bill into law, it could be a matter of days before this hits your bank accounts, people with bank information on file with the irs, you are likely to get the money first based on your most recent tax return. that's 2019 if you haven't filed for 2020 yet. others may get pre-paid debit cards in the mail. it may well be that expanded child tax credit. this is a critical and historic effort to eradicate child poverty. it gives parents children 6 and under $3,000 per child age 7 to 18. key here, direct monthly payment itself, making it easier to pay a lump sum come tax time. back of the envelope math here, consider a parent with two families, two kids, making say $96 grand a year. four times $5600. $3
