we touched on this a little bit with chuck todd.t the press" this morning, talking about this. what is this all about? >> it's a serious issue. kira. the republicans, donald trump lost the presidency but you'd never know it in the states. the repub 30 states. that's really a lot. democrats only had 18 and the other two really didn't matter much for different reasons. just ten years ago it was different. the republicans had control of 25 states, democrats 16, and eight states were split. why is that important? if you have control of both chambers, it's easier to put forth bills and the most important thing you can do as a legislator is to legislate, that is to say put bills on the table and so many of these now have to do with this question of voter participation. >> so what kinds of proposed legislation are we seeing so far? >> they're all related to the idea of restricting the vote and they don't use the word restricting, kira, but making it more difficult, raising the bar, so to speak. four major categories according to the brenna

i'm chuck todd. we begin today with our coverage of day two of derek chauvin's murder trial. the court just took a lunch break and will resume in a little over an hour. before that break, we heard from three witnesses today, two of them minors who witnessed george floyd's death. one of them was a third grader who was with her cousin at the scene of floyd's arrest. before that we heard emotional testimony from the teenage cousin of that younger eyewitness. her name, darnella. she was 17 years old last may when george floyd died. she's the one who recorded the nine-plus minute video of his death that arguably triggered both this trial and the global movement for racial justice. today in court she described what she saw. >> did you see anything happening there on the ground as you were working towards cup foods with your cousin? >> yes, i see a man on the ground and i see a cop kneeling down on him. >> was there anything about the scene you didn't want your cousin to see? >> yes. what was that? >> a man in fear, begging for his life. i heard george floyd saying, i can't breathe.

i'm chuck todd. president biden left the white house a short time ago.e to reporters about china, russia and vaccines. he is about to land in atlanta where he will visit with asian community leaders today amid the fallout over the atlanta spa shootings. his first stop is cdc headquarters coming as the administration announced a loosening of guidance for schools due to promising data about transmission rates in the classroom. in new published guidelines, the cdc calls for three feet of social distancing in schools as long as masks are worn and community transmission in general is not high. this could pave the way for more kids back in the classroom. obviously, three feet cuts the amount of space you need to find to see how big of a classroom you need. the white house covid response team is holding a briefing where it is discussing all of this guidance. they have to address concerning news about an uptick in cases in parts of the country. that comes as the biden administration is marking 100 million vaccine doses administered since he took the oath of offi

i'm craig melvin in for chuck todd on this monday. we have been watching and listening to testimony from the 911 dispatcher jena scurry. the first witness here in the murder trial of derek chauvin. we are going to go back into the courtroom in a moment. as you can see, once again, folks there putting on their headsets to listen to some testimony. paul butler is back with me. paul, let's talk a little bit about the strategy in using the first witness here as the 911 operator. what's the thinking there? >> you know, frequently testimony starts out kind of dry. lawyers want to establish the witness credentials that she knows what she's talking about. a lot of prosecutors would have started with the person who made the very dramatic and disturbing videotape. in the opening statement, the prosecutor promised we would hear about police calling the police. people who work as first responders who were so concerned about what they -- >> stand by. >> they felt the need to alert supervisors. >> stand by. matthew frank, the lead prosecutor, once

our colleague chuck todd made the point that often times, and i know this from having been a white housent, you ask the president questions about things that are not going well. you ask questions about the challenges. what does it say to you about where the american people are that that is how things went today and how the president is handling it? >> it says that the trauma of the last year with over half a million americans dead, we're in a situation who could have dreamt a year ago we would be in a situation where not one question asked about the pandemic. think about a year ago this week, that was when we were having the press conferences from president trump every day at 5:00. he would give these weird answers that left a lot of questions about whether this was a president who is really engaging with the magnitude of the problem of coronavirus and ready to use the pulpit and the power of the american presidency to fight it. those days were scary. the other thing, i'm so glad that they were at the press conference today, also a year ago you remember when we had to watch donald trump

it is "mpt daily," and i'm chuck todd. in a lengthy statement, the new dhs secretary said as a nation we're on pace to encounter more individuals on the southwest border than we have in 20 years. think about that. that's quite a statement. he noted border patrol facilities have become crowded with children and hhs does not have the capacity to intake the number of accompanied children they've been encountering and that number of migrant children continues to go up. nbc news learned as of sunday border patrol had 4,300 unaccompanied children in its custody. it's a record number. last week was a record number. this is a 30% spike, by the way, in just a week. nearly 3,000 of the migrant children were being held beyond the current three-day limit. nbc news is also reporting from the associated press that fema plans to convert a dallas convention center to house unaccompanied migrant. and this in "the new york times," how children are sleeping on mats in overcrowded utilities. the criticism has become a lightning rod for republ

. >>> chuck todd is nbc's political director and moderator of "meet the press." good morning. if you ask the white house about this crisis, first of all, they don't want to use the word crisis. they will say, we inherited a mess from the trump administration. as we saw in dascha's piece, many of the migrants who are moving toward the southern border have said, we think it will be easier to get in and stay in the united states once we are here under this administration. what is the biden white house plan? >> right now, their plan is to continue what they're doing, which is they're not going to send back any unaccompanied minor. they are talking about perhaps finding new faciliies away from the southern border. some talk of going up to facilities closer to the canadian border. they are not talking about -- they say eventually, they would like to deal with these asylum applications in country. but this is, i think, the conundrum here. if the united states policy is to take every unaccompanied minor that showed up at the border and they get into the country, even temporarily, how

"meet the press daily" and i'm chuck todd. we'll begin with this breaking news. the alarming warning of a possible second attack on the capitol. just a few hours ago a senior law enforcement official confirmed to nbc news the department of homeland security and the fbi have sent out a joint intelligence bulletin to all state and local law enforcement late last night warning that some domestic groups have, quote, discussed plans to take control of the u.s. capitol and remove democratic lawmakers on or about march 4th. that is tomorrow. capitol police said this morning that they are responding to the warning by beefing up security to ensure the protection of congress, the public, and our police officers. all of this comes the day after fbi director christopher wray warned of a spreading threat from extremists and that the fbi had 2,000 investigations under way, more than double we ever had during the height of the concern of international extremism in our country. it also comes as security officials are testifying on capitol hill right now about the january 6th sie

. >> your colleague senator joe manchin had some interesting comments to chuck todd about making changesthe way the filibuster works. is the idea of reforming the filibuster a distraction from the ultimate goal that you've set of getting rid of it. >> conversations that had a reform the filibuster, i've been a part of those conversations in the senate for the last few months. they have been led by my colleague. i think it's a very important conversation to have. the end of the day we need a majority of democrats to support whatever rule changes, a majority of the senate to support whatever rule changes we make. senator manchin is talking about, i think makes sense. right now you can be a senator, you can say i refuse to allow the senate to proceed to a final vote. you can brace that challenge and go home to dinner. you don't have to talk about it. the idea we have debate happening in the senate as a filibuster is just not the way it goes. those days of mr. smith goes to washington where senators have the floor haven't been in place for many years. i think it would help to make the filibu

here's what senator manchin told chuck todd yesterday. >> if you want to make it a little bit more painful there and talk, i'm willing to look at any way we can, but i am not willing to take away the involvement of the minority. >> congressional scholar norm orenstein appeared on this program thursday night suggesting changes to the rules that joe manchin might be able to accept, even though senator manchin wants to preserve the senate minority's right to filibuster in some form. senator manchin might have been listening to what norm orenstein had to say thursday night, or more likely, he probably did read norm orenstein's op-ed piece in the "washington post" entitled democrats can't kill the filibuster but they can gut it. in that op-ed, he talked about things he thought specifically joe manchin might consider and which joe manchin appears to be now considering. joining us is norm orenstein, and norm, when i listened to joe manchin i thought, this is a huge public breakthrough in his thinking about the senate rules, and two, i thought, he's been reading and listening to norm orenstein. >>

i'm kasie hunt in for chuck todd. the emergency situation at the border is escalating.is the biden administration effort to address it. president biden has told reporters he intends to make a trip to the border at some point soon. hhs is standing up additional facilities to address the surge. securing hotel rooms to houz house some families. some border acts in the rio grande valley have been authorized to release migrants without court dates. the press hasn't been given access to see the conditions inside the facilities. today, a texas congressman released five pictures he says were taken in a facility. according to his aide, each of the eight pods in the facility has a 260 person capacity. as of sunday, one pod held more than 400 unaccompanied male minors. most of the obscuring of the faces that you can see existed on the photos that nbc news received. officials at dhs did not immediately comment. a dhs official didn't dispute their authenticity. the biden administration is trying to navigate both the border emergency and the politics that surround it as the white hou
