kpix5's kiet do is live at lexington reservoir in los gatos. on a good year that thing would be full. a bit of a sad scene there today. >> reporter: you know, this is kind of typical for this time of year to have a low water level at the reservoir but this is abnormally low. let me step out of the way and give you a gorgeous shot of the morning twilight at lexington reservoir, second dry winter in a row caught the attention of water managers around the bay area. we are here now in the santa clara valley water district. earlier this month the board voted to continue a 20% voluntary reduction in water use and they calculate that off the 2013 use. other agencies are going a bit further. tomorrow east bay mud will ask all customers to voluntarily cut back usage by 10%. the agency does not have enough water to make it through the year so they must public water from outside the district. voluntary water conservation is the first step. >> what might happen is mandatory conservation for example instnt or we may institute drought sur charges. >> try not

officer tried to pull someone over this morning for suspected drunk driving on highway 17 in the los gatos area chp and the santa clara county sheriff's office joined in on the case. and then after the pursuit they manage, they say the stop the suspects safely on highway 16 near the lark avenue intersection. and that's when 32 year-old montero resident jeffrey epps was taken into custody. but while but my police, we're searching the suspect's car an unrelated car smashed into the back of the officer's squad car. both the officer and apps that had to go to the hospital. both are said, though, to have non life threatening injuries. investigators have not said what caused that crash. manuel rosales of redwood city has now been booked into the maguire correctional facility and charged with attempted carjacking. federal merrill theft mail theft and possession of a switchblade investigators say the driver of the car that he tried to steal managed to hold him off until san mateo county sheriff's deputies arrived. and when they searched him, they say they found that switchblade and numerous pieces
