the governor that came after me, mike dewine, he kept that collaborative in place so they can expandwe can train. every single state ought to adopt standards. the most important thing is to get the training and for officers to understand exactly what the policy is. not just on deadly forceful the use of force and the training and the standards. and val told it earlier. some of the small towns do it. in ohio over 80% of the agencies are training to a higher standard. that's what needs to be happening in the country. in each state. and frankly, they can do it in washington. and i would like you and i to say, we don't need to talk about this anymore. what we need to do is act. act now. if we can call this out every single day, i think it is very important for police agencies not to document this. we're not pointing the finger at the police. we're saying you have to get trained, community, you have to understand police officers. we women right into it. i think some of the reasons why communities aren't doing it. they wish it would all go away. when you get into it, you have to be challen

the state's republican governor mike dewine announced the bill wednesday saying there is a lot to learnrom the tragedies of george floyd's death. dewine has been pursuing some form of police reform for at least a year. >>> in washington bipartisan talks on police reform talks are picking up pace. they are discussing shifting the burden of accountability from individual police officers to police departments. >> we have to criminalize the choke hold and other types of tactics such as the knee to the neck. i think we're going to do that. we have to change the standard for use of force and make one that is put into place nationally so that the use of deadly force is a matter of last resort and deescalation tactics are required in the first instance. that's something that i think we can do. we need a national database so that rogue police officers who have been brutal, who have been violent, who have engaged in excessive use of force can't just jump from one police department to another police department without any visibility into that officer's prior behavior. >>> u.s. president joe biden

today ohio's governor mike dewine said common sense police reform should not be controversial and thatlear pathway exists to reform that democrats and republicans can in fact agree on. i want to bring in nbc's chris pollone in columbus, ohio, who is following this story for us. chris, good to see you once again. what exactly are demonstrators telling you today? >> reporter: yasmin, if real, meaningful police reform is well in reach in this country as governor dewine is asserting, i think the people who have been taking to the streets the last few days would welcome that development but i think they would be skeptical. right here in front of columbus city hall, we just had a rally that lasted two hours, it's just breaking up, just a few people left here. take a look some video we shot earlier of this rally. this one was billed a little different, it was billed as a family friendly rally. what you had out here today were lots of families were small children coming out, making signs. they were singing songs. they were doing protest chants, all in a sign of support for ma'khia bryant and f

are the kind of practical changes that the public is in favor of that republican governors like mike dewine in the senate are standing against. >> yeah. jason, i haven't talked to you since -- you were the first person we turned to after the jury news came in about the guilty verdict on all three counts for derek chauvin. what is your view sort of at the end of this week? >> i pretty much feel the same and i think this is hard. and i don't usually -- i don't sort of do performtive emotions but the fact that we have another shooting and an individual right now shot ten times after calling police. it's just renewed a sense and belief in the urgency of now and that we can't lose this moment and that we have to make sure that whatever happened with george floyd if there is not policy change that goes with it then there was not as meaningful as it could be. i look at the george floyd policing act extensively. i think it's good policy but similar to background checks for guns. if we say we have to get background checks for guns the mass shooters in atlanta, parkland, colorado background checks wo
